Description
The 247th EN DET mission is changed from 7-21 June to 01-21 June 08. Ensure quotes submitted are for the three week period of performance, versus the two weeks, previously annotated on the original combined synopsis/soliciation. Request the drill rig be in place, in Yuma, not later than Friday 30 May 08. The unit will inspect and mobilize all equipment to the site starting Sunday 01 Jun 08. Response date for replies extended - See above. Questions and replies as of 30 April 08 are as follows: QUESTION #1 1a. My question concerns generally how the program operates? We generally operate our rigs with 3, 3 person crews with one toolpusher, operating 24 hours per day. The 247th Engineer Detachment from Connecticut will be responsible for conducting the mission west of Yuma, Arizona on the Barry M. Goldwater Range. The unit commander in combination with the US Border Patrol will recommend the duty day hours based on the mission evaluation. 1b. It appears you just want the one driller. Traditionally, the drill rig provider includes 1 operator as part of the bid. We will look to the operator for specific guidance on usage of their rig, although the National Guard will be the predominant operators. In the past, the operator has been part of the team and supports the overall mission as needed. QUESTION #2 2a. It appears that your agency will provide people to operate the rig under the supervision of an Arizona Licensed driller? Correct. The AZ License Well Drill inspector will be provided via contract with the US Army Corps of Engineers. The inspector will decide when they visit the site based on mission progression. 2b.I would be curious: 2b1.how much experience the laborers have in operating drilling equipment, The 247th EN DET is a very experienced well drilling unit. Well drilling is what this unit does in the Army. This unit conducted a successful mission last year in AZ. 2b2.Who would be responsible for insurance if one of your laborers were hurt operating our equipment, and so on. All members of the 247th EN DET are on military active duty during their time in AZ as part of this mission. Personnel matters will be taken care of through military channels. QUESTION #3 3a.If the laborers are inexperienced and return the equipment in worse condition that it was in initially, are there damages able to be recovered? The AZ National Guard has a well defined and executed process for inspecting military and commercial equipment throughout the mission. The equipment will be thoroughly inspected upon arrival and at the end of the mission. All items will be noted using the US Army documentation process, including sworn statements and associated justification materials. Damages to heavy equipment used on the border mission are forwarded to the AZ National Guard contracts office for review and final decisions on action to be taken. 3b.Is the driller responsible for teaching the laborers,as well as maintaining the equipment? We will request specific guidance on any items the vendor wishes to provide regarding the specific piece of equipment being provided. Because the location of the mission is remote and predominately sand, we recommend that the drill rig provider include all fluids, greases and such to ensure the rig is not damaged by the harsh operating environment. The National Guard will provide fuel to rig during the mission. QUESTION #4 4. Any (additional) information would be valuable in evaluating the project. None QUESTION #5 Do we provide diesel fuel for the operation? No, the Arizona National Guard will provide the diesel fuel for the drill rig during the fueling process for all heavy equipment on-site. QUESTION #6 Do we supply the materials for construction? No, the Bill of Materials for construction of the well will be provided by the US Army Corps of Engineers.
