Description
The US Environmental Protection Agency (EPA), Office of Research and Development?s (ORD), intends to negotiate, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Bruker Biospin Corporation for the purchase of a multinuclear VT CPMAS probe tuning from 15N to 31P, single coil, doubly tuned for 1H crosspolarization, 4 mm rotor design with 15 KHz maximum spinning speed, VT range -50oC to +120oC; a solids accessory, needed to facilitate in the analysis element samples in the solid matrices (e.g. soil) for environmental contaminants in their native state; and a MAS heat exchanger system required for VT solids accessory (BH3088,AH0220 and AH00221, BH0052, AP0050, BH2107) suitable for CP/MAS or high resolution applications. The EPA requires a company with the unique capability of tuning the existing Bruker liquid NMR instrument with this solid state accessory. Bruker is the only known source capable of providing the accessories suitable for the existing equipment. However, any firm believing itself capable of meeting EPA's requirement may submit detailed technical documentation to establish the potential of complying with the specifications. Such documentation must be submitted to the point of contact by 4:00 pm on the response due date shown above. A determination not to compete the proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered only for the purpose of determining whether to conduct a competitive procurement or to proceed on a sole source basis.
