- RFQ # OPD-GEN-R-08-0014 is amended to provide answers to questions and amendments as follows: 1. Questions and Answers about the RFQ. (a) In order to determine an accurate price, it would be helpful to see the actual blank certificate. The type of paper and the scale of the writing can influence the amount of time it takes to complete an award. Can you send a blank certificate. ANSWER: Yes, we will provide a blank pre-printed certificate to the calligraphers/vendors who are interested in responding. In addition or in lieu of a personal sample submission, the vendor will complete an actual certificate using the Engrosser’s script/Copperplate style. All calligraphers should complete the sample with the generic information that we provide for comparison purposes. Requests for sample certificates can be made to Lynnae Roscoe at 202-395-7670 or by email to lroscoe@oa.eop.gov. Please make your request by Thursday, May 1, 2008 and include name, address, and phone number. (b) What is the flow of the orders? Will the orders be arriving in batches? If so, approximately how many per batch, and with what deadlines? ANSWER: Yes, the orders will be given on a bi-weekly basis and the completed certificates should be delivered to us on a weekly basis with final completion within 5 months from date of award. The number of certificates completed weekly will depend upon the calligrapher’s proposed work output (min-max per week) over the next 5 months. As a general guideline, to complete 900 certificates over a 20 week period, that would be an average of 45 certificates per week or 9 per work day. (c) Will the lettering be done exclusively in black ink? Can you send a sample of a completed award so that I can see what you are looking to emulate? ANSWER: Yes, all lettering shall be in black ink. The lettering style for the hand calligraphy should match the pre-printed calligraphy on the certificates as best as possible. However, the size of the hand calligraphy will be slightly larger than the print on the certificate. We cannot provide a completed sample, but see response to (a) above where a pre-printed certificate with calligraphy will be provided. We will provide a sample of the type of information required on the certificate. 2. The following is amended: (a) Quantity of certificates is approximately 900; (b) Vendor will be responsible for costs of pickup and delivery of Certificates from and to Government site at 17th and Pennsylvania Avenue, NW, Washington, DC 20503. (c) Date to request sample certificates is Thursday, May 1, 2008. Requests may be sent to Lynnae Roscoe at lroscoe@oa.eop.gov or by phone to 202-395-7670; (d) Date for receipt of quotes is extended to 2 pm, Friday, May 9, 2008. Quotes must be delivered via Federal Express or UPS to the Office of Administration, Procurement and Contract Management Office, c/o GSD/RDS, Anacostia Naval Annex, 250 Murray Lane, SW, Bldg. 410, Door 123, Washington, DC 20509, Attn: Lynnae Roscoe (no faxes will be accepted).
