Description
The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH) intends to issue a solicitation in support of efforts to determine and summarize the types of possible stored energy sources for currently available and emerging communication, tracking, and atmospheric monitoring systems (AMS), along with a list of recommendations, procedures, and guidelines on which stored energy sources need to be de-energized and which ones do not, based on the type and location of the mine emergency. There is a need to review reports on recent mine disasters, mine emergencies, and other abnormal circumstances (e.g., 1990 - now) with particular focus on stored energy hazards and how such hazards could be minimized under such conditions. Review and compare any standards associated with stored energy hazards in underground and surface mines. Develop a list of the manufacturers and distributors of currently available communication and/or tracking equipment. For each manufacturer’s product examine and summarize the types and roles of possible stored energy sources and identify and evaluate potential safety risks associated with the following – batteries, cables, capacitors, backup power sources, line power, etc. The Institute anticipates that the period of performance for this effort will be one (1) year. Request for Proposal No. 2008-N-10422 will be issued restricted to small businesses only. The solicitation will be available on or about May 8, 2008, and proposals due by June 24, 2008. Organizations interested in receiving a copy of the solicitation may submit a written request to DHHS/PHS/CDC, Contracts Management Branch, P.O. Box 18070, Cochrans Mill Road, Pittsburgh, PA 15236-0070. Solicitation documents will also be available at www.fbo.gov. All responsible responsive small business sources may submit an offer which shall be considered by the agency.
