- Description
- This is not a request for either a quote or proposal, or an invitation for bid. The intent of this pre-solicitation synopsis is to identify potential offerors for Phase One of the solicitation for Request for Proposal N40192-09-R-1314 Design Build MCON P-469 BEQ Naval Base Guam. The project will be issued as an unrestricted procurement using two-phase design-build selection procedures in accordance with Federal Acquisition Regulation subpart 36.3. The solicitation utilizes source selection procedures which require offerors to submit a technical proposal, past performance and experience information for Phase One of the solicitation. Proposals will be evaluated in Phase One to determine which offerors will submit proposals for Phase Two of the solicitation. This synopsis is for Phase One (Qualifications) of the solicitation only as project award remains subject to enactment of the FY2009 military construction authorization and appropriation acts. The contract resulting from this solicitation will be awarded to the responsible Offeror whose offer, conforming to the solicitation, is determined to be the most advantageous to the Government considering price and technical evaluation factors. Large business concerns are required to submit a subcontracting plan prior to award of the contract. Work shall include the design and construction of Bachelor Enlisted Quarters for E1-E3 personnel which meet the bachelor housing design criteria specified in UFC 4-721-10, Bachelor Quarters dated 31 July 2002. The new facility will conform to the 1 plus 1E Apartment standard criteria for permanent party design and construction. The project will construct a three story building with reinforced concrete walls, flooring and foundation, having 1 plus 1E modules to accommodate up to a total of 280 E1-E3 personnel. The building will include central service areas with the module, including countertops, kitchen sink, built-in cook top with range hood, microwave oven, refrigerator and stacked washer and dryer and whole room furnishings as collateral equipment. Central air conditioning will be installed to meet the design criteria. The project includes spaces for mechanical rooms, electrical rooms, telecommunication rooms, vending machine areas, lounge, janitor rooms, toilet rooms for visitors, and bulk storage rooms for personal items. The project will also construct supporting facilities, a surface parking lot for the residents, staff and visitors, site grading, drainage, and utilities including electrical, water, sewer, power, fire protection. Sustainable design features will be integrated into the design, development, and construction of the project in accordance with Executive Order 13423, EPACT 2005, and other directives. Design and construction shall meet Anti-Terrorism and Force Protection and Marianas Region Architectural and Construction Standards requirements. One or more of the items under this acquisition is subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. Location of the work is at Naval Main Base, COMNAVMARIANAS, Guam. Performance period is estimated at 730 calendar days from notice to proceed. The North American Industry Classification System code is 236220 Commercial and Institutional Building Construction and the annual size standard is $31M. Estimated price range is between $25M to $100M for the project. Offerors can view or download the solicitation at https://www.neco.navy.mil when it becomes available on or about 15 May 2008. The due date for receipt of proposals is approximately 30 calendar days from the date of issuance of the solicitation. All interested offerors shall register at the website.
