Description
The Air Education and Training Command (AETC), Randolph Air Force Base (AFB), Texas, hereby publicizes its intention to solicit for non-personal services to provide aircraft and maintenance services necessary to conduct powered flight training at the United States Air Force Academy (USAFA). For quality assurance purposes, the Government retains program oversight, but will not exercise direct supservision over the Offeror's employees performing services under the awarded contract. The Government shall provide all flight instructors and services, other than those provided by the contractor, necessary to perform flight training. The applicable North American Industry Classification System (NAICS) code is 481219, and the small business size standard is $6.5 million. This procurement is Total Small Business set-aside. The period of performance will consist of a three-month mobilization, nine-month basic period, and seven one-year option peirods. The Government intends to award one firm-fixed-price indefinite-delivery requirements contract. The anticipated issue date for the Request for Proposal (RFP) is on or about 16 May 08, with the anticipated date for receipt of proposals on or about 27 Jun 08. The Government plans to use the Internet and e-mail as the primary means of disseminating and exchanging information. Hard copies of documentation will not be made available. A pre-proposal conference/site visit will be held at USAFA approximately three weeks after solicitation release and should take no more than one working day. (Confirmed dates and additional information will be provided in the RFP.) Interested parties should review the soliciation and provide any comments, questions, or suggestions via e-mail to Ms. Annabel Rivera, at annabel.rivera@randolph.af.mil. Responses are due no later than 1500 CDT, Friday, 30 May 2008. The Government will consider and respond to all input received. Industry response is encouraged to ensure all parties have maximum opportunity to participate in this acquisition.
