Description
This is a combined synopsis/solicitation for commercial itemsprepared in accordance with the format in FAR Part 13, Simplified Acqusisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTE. Responses shall reference Request for Quotation (RFQ) No. DE-RQ26-08NT00504 the U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA (for delivery to our site located in Morgantown, WV) intends to purchase the following: 1) The imager shall cover at a minimum the wavelengths 1.3 to 4.8 microns in at least 256 spectral bands, resulting in a spectral resolution of 14 nanometers, or better. 2) Total weight shall be less than 30 lbs to allow portability for field applications. 3) The imager shall not require liquid nitrogen or other cryogenic coolants for operation of the detector in order to allow for portability for field operations. 4) Image resolution shall be at least 128 x 128 pixels. 5) The image data acquisition system shall be laptop-based. 6) Software functions shall be accessible through graphical user interfaces. 7) The imager shall be capable of acquiring a 128 x 128 hyperspectral image cube (defined as a series of 128 x 128 images, one for each of the 256 spectral bands) in less than 45 seconds. 8) The imager shall be capable of acquiring a line scan with 128 pixels and 256 spectral bands in less than 0.4 second. 9) The imager shall be able to acquire single spectra at a single preselcted pixel at a rate of at least 4 kHz to minimize time smear in time-resolved spectroscopy. 10) The imager shall be capable of improving the signal/noise ratio of data by signal-averaging or signal addition. 11) The software with the imager shall allow the entire image cube to be viewed. Individual images (one for each of the 256 wavelengths) with intensity maps shall be viewable. The entire 256-point spectrum of each pixel in an image cube shall be viewable. 12) The software shall allow emissivity and temperature of an object to be determined from its infrared spectrum. 13) The software shall allow image cube subtraction from a reference image cube. 14) The imager shall include lenses allowing a maximum scan angle of at least +/- 14 degrees (spread of 28 degrees). 15) The imager shall allow working distances from 6 inches to 5 feet to the object being imaged. 16) Delivery: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. All interested firms must respond to DE-RQ26-08NT000504 by 05:30 P.M. EST, May 15, 2008. The North American Industry Classification (NIAC) is 423490. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This Request for Quotation (RFQ) is totally set-aside for Small Business..
