- SUBJECT: ION TRAP MASS SPECTROMETER AND GAS CHROMATOGRAPHY SYSTEMThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-08NT00518 the U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: Ion Trap Mass Spectrometer and Gas Chromatography System (1 each) with the following specifications: General Properties Desired in the Ion Trap Mass Spectrometer and Gas Chromatography System Internal Ionization Ion Trap Mass Spectrometer and Gas Chromatography System 115V Selected Ion Storage (SIS) and ion gauge, turbomolecular pumping system, f Foreline pump (plus 2 liters roughing pump oil), PC, workstation software VF-5MS capillary column (30m x 0.25mm, 0.25m) and carrier gas filters. Installation and 1-year warranty included in the USA. TFT full color display. Control by both touch screen and hard keys. Capability for up to 50 Multiple methods with protected memory. Capability for up to 3 injectors or valve ovens and up to 3 GC detectors can be installed and concurrently operated. Simultaneous control of up to 7 heated zones. (6 plus Column Oven). Large column oven (15.9L/968 cubic inches) with temperature range -99 to 450C, and 25 temperature ramps per method. Rapid column oven cool-down; 450C to 50C in less than 4.5 minutes. Time-programmable injectors with electronic flow controls. Time-programmable detectors with metering, on/off gas controls; up to 3 data channels. Standard ethernet communications interface with TCP/IP protocol for workstation control. Seven external powered events (optional 8 additional external events). Run time diagnostics. Power fail kit standard for front position injector, available as options for second and third injectors. Includes installation and onsite training (2 days) covering theory, operation, and maintenance. High pressure purity regulator (CGA 580 fitting) Ar, Ne, He The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. All interested firms must respond to DE-RQ26-08NT000518 by 05:30 P.M. EST, May 15, 2008. The North American Industry Classification (NIAC) is 423490. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This Request for Quotation (RFQ) is totally set-aside for Small Business..
