Description
SUBJECT: HIGH TEMPERATURE REACTOR SYSTEMThis is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 13, Simplified Acquisitions, as supplemented with additional information included in this notice. QUOTES ARE BEING REQUESTED. Responses shall reference Request for Quotations No. DE-RQ26-08NT00516 the U.S. Department of Energy, National Energy Technology Laboratory (NETL), Pittsburgh, PA intends to purchase the following: High temperature, high pressure stirred reactor system, 1000 mL vessel volume, with the following capabilities/specifications: Operating pressures of 750 psi at temperature of 510 C Fixed reactor cover containing all ports for gas inputs, cooling inlet/outlet, stirrer mechanism, liquid sampling, gas outlet, etc. All process connections going into the vessel cover shall have fittings with disposable flat gasket to eliminate the need to re-machine the cover should leaks occur at connections. Bolted floor stand enclosure to house the reactor, equipped with mechanical means of raising/lowering the reactor body and dedicated heating jacket, to eliminate the need to make/break connections during reactor opening/closing and between runs. System must accommodate the introduction of at least four different gaseous reactant streams, all of which must enter separately and below the liquid level of the reactor Liquid sampling tube must accommodate (either threaded or pressure fit) a changeable filter/frit of no larger than 2 m pore size to filter the catalyst from the liquid as it leaves the reactor Gaseous exit tube must accommodate similar filter/frit All connections past the vessel cover will be coned and threaded connections rated to 600 C. All valves must be rated to over 1000 psi with coned and threaded connections and metal-to-metal seat. Thermowell to accommodate process thermocouple with multiple length monitoring points. Stirrer body with impeller, coupled to motor of HP, with sensor to monitor and adjust stirring speed. System must be capable of changing from 1000 mL vessel volume to 500 mL vessel volume with no changes to top of reactor head. Shorter profile equipment (stirrer, cooling coil, heating jacket, thermowell, inlet and outlet tubing, etc.) must be changeable to accommodate smaller (500 mL) vessel size. Delivery: FOB Destination is required (all freight included). The provisions at 52.212-2 Evaluation Commercial Items (JAN 1999) does not apply to this acquisition. Instead, the following information will be used for evaluation of offerors: An award shall be made to the responsible offeror submitting a technically acceptable quote and offering the lowest evaluated price. Evaluation is based on best value including cost and ability to meet stated requirements above. Offerors shall submit descriptive literature and drawings detailing features, technical capabilities and warranty data. Technical acceptability will be determined solely on the content and merit of the information submitted response to this provision as it compares to the minimum characteristics provided above. Therefore, it is essential that offerors provide sufficient technical literature, documentation, etc., in order for the Government evaluation team to make an adequate technical assessment of the quote as meeting technical acceptability. Price shall be the deciding factor among technically acceptable quotes. All interested firms must respond to DE-RQ26-08NT00516 by 05:00 P.M. EST, May 15, 2008. The North American Industry Classification (NIAC) is 335311. ALL INTERESTED PARTIES SHALL SUBMIT OFFERS WITH THE FOLLOWING INFORMATION: Federal Tax Identification (TIN); Dun & Bradstreet Number (DUNS); and remit to address if different. A Firm Fixed Priced Purchase Order shall be issued using the Simplified Acquisition Procedures FAR Part 13. This Request for Quotation (RFQ) is totally set-aside for Small Business. Responses/offers are due no later than 5:30 p.m. Eastern Time Zone on May 15, 2008.
