No: 514509 Solicitation Number: NHLBI-PB-HL-2008-143/JNB Solicitation Type: Special Notice - Sole Source Suggested Source: Unrestricted Title: Other Professional, Scientific, and Technical Services THIS SPECIAL NOTICE IS NOT A REQUEST FOR A PROPOSAL. A COMPETITIVE SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute’s (NHLBI) Office of Acquisitions (OA) for the National Institutes of Health’s (NIH) National Institute of Heart, Lung, and Blood (NHLBI) http://www.nhlbi.nih.gov, intends to negotiate on a sole source basis with Children’s Research Institute, 801 Roeder Road, Suite 500, Silver Spring, MD 20910, for a contract to include a Pediatric Cardiologist, to provide research assistance and consultation in the areas of congenital heart disease, and cardiovascular development, to The Laboratory of Developmental Biology, NIH. The consultant will: 1) Will assist and help in examining ultrasound data, 2) Examine historical data to assess cardiovascular defects, 3) Assist in making critical decisions, and experiment analysis. The proposed period of performance for this service is May 19, 2008 through April 30, 2009, with an estimate level of effort of 832 hours. The place of performance delivery point is the National Institutes of Health, National Heart, Lung, and Blood Institute, Bethesda, Maryland. Dr. Linda Leatherbury, a Pediatric Cardiologist employee with the Children’s Research Institute, was selected for this project. She has experience within the Children’s National Medical Center for the past 20 years, in the area of phenotyping. She has experience with the NHLBI Laboratory of Developmental Biology; and is familiar with it’s operations and mission. Dr. Leatherbury is a practicing board certified Pediatric Cardiologist. She has developed and implemented ultrasound phenotyping protocols, mentored postdoctoral fellows, and medical fellows in the performance of scientific experiments, and in the writing of abstracts and manuscripts. Dr. Leatherbury will become a central asset with the institute, and will play a central role in conducting new clinical research protocols, and with the review of experiment data related to congenial heart defects. This special notice is not a request for competitive proposals. The North American Classification System (NAICS) code applicable to this requirement is 541990. The small business size standard average annual receipts for the past three years may not exceed $6.0 Million. However, interested parties may identify their interests and capabilities within ten (10) calendar days after publication of this synopsis. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
