- The Office of the Federal Detention Trustee (OFDT) in support of the United States Marshals Service (USMS), is conducting a Sources Sought synopsis for information purposes only. This is not a solicitation announcement. Currently, no solicitation is available. This request for information does not commit the Government to pay any cost incurred in preparation of any submission to this Sources Sought Notice. The purpose of this request for information is to gain knowledge of potential qualified sources. Responses to this sources sought synopsis will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought synopsis, and if the Government still plans to proceed with the acquisition, a solicitation announcement will be publicized in FedBizOpps. All interested offerors will be required to respond to the solicitation announcement in addition to responding to this sources sought synopsis. It is the potential offeror’s responsibility to monitor this site for the release of any solicitation or synopsis. On March 23, 2005, OFDT awarded an Intergovernmental Agreement IGA ODT-I-5-0001, between OFDT and the County of Bernalillo, 415 Roma, NW, Albuquerque, New Mexico 87102, for housing Federal detainees at the Regional Correctional Center, Albuquerque, New Mexico. OFDT is considering terminating the IGA and awarding a contract to the County of Bernalillo for a period of not less than 10 years, however, not more than 20 years. OFDT considers these services available only from the original source which is for the continued provision of highly specialized detention services and it is likely that award to any other source would result in substantial duplication of cost to the Government that is not expected to be recovered through competition. The anticipated scope of services to be provided and their respective functional areas are detailed below: OFDT is in search of existing detention facility located within the geographic boundaries of Albuquerque, New Mexico with a capacity of not less than 800 beds to house persons in custody of USMS with federal offenses and detained while awaiting trial or sentencing, a hearing on their immigration status, or deportation. Also, on occasion, to house Federal Bureau of Prisons and USMS Short-Term Sentence (STS) prisoners from the Southwest Border Districts, and possibly, Justice Prisoner Alien Transportation STS overflows. The requirement will include secure transportation services from the facility throughout the Southwest Border. Construction of a new facility is not a consideration for this request. Other Interested parties having the required physical plant to meet the above requirement should submit a capability statement to include the following: (1) Name and address of firm; (2) Size of business; (3) Average annual revenue for past three years; (4) Number of employees; (5) Ownership of firm; (6) Business size (large, small, disadvantage); (7) Number of years in business; (8) Affiliate information (parent company, joint venture partners, potential teaming partners, prime contractor if potential sub, subcontractors if potential prime; and (9) List of customers cover past five years (highlight relevant work performed, contract numbers, contract type, dollar value of each procurement, point of contact with address and phone number). This synopsis is for information and planning purposes only. It is not to be construed as a commitment by the Government nor will the Government pay for any information solicited. All responses shall be submitted to Deborah M. Johnson no later than May 22, 2008.
