- NOTICE OF INTENT TO AWARD SOLE SOURCE. Arnold Engineering Development Center (AEDC), Arnold AFB TN intends to award a five year sole source requirements contract to Tymar Precision, Inc., 886 Aldo Ave, Santa Clara CA 95054-2213. This requirement is for H1 and H3 arc heater components. These components are required for construction and operation of the H1 and H3 Facilities in support of hypersonic testing and reentry programs. The items to be furnished are water-cooled segments 8 to 10 inches in diameter and 0.5 inch thick, fabricated of oxygen-free high conductivity (OFHC) copper. These items may be requested individually or in the form of module assemblies, ready for inspection and installation. The segments are specifically designed and fabricated to withstand the extreme environment imposed by the arc heating process. The segments are designed to survive heating rates of 4500 Btu/ft2-sec at gas pressures of 170 atm. The segments must also withstand 1,000 psi internal cooling water pressure without deformation. The ability of the H1 and H3 arc heaters to operate at these design criteria make them unique in the world in their ability to provide hypersonic test simulation. This synopsis is approved for a sole source contract action as authorized in FAR 6.302-1 (supplies or services are considered to be available from only one source). No solicitation package will be issued. However, all interested sources may identify their interest but must provide proof of capability to provide an acceptable product by submitting an accurate description of the equipment offered and make and model numbers of the equipment. Only responses containing this data will be considered for the purpose of determining whether to conduct a competitive procurement. Award will not be made on the basis of responses received to this synopsis. If no favorable responses are received by close of business (2:00 PM CST) 19 May 2008, a contract will be negotiated with the above named source.
