Description
The Drug Enforcement Administration, Office of Training, has a requirement to provide specifications for the installation, integration and testing of new AMX masters, touch panels, video cameras with a control unit and wireless keyboards and mice located in classrooms 103, 105, 107, 118, 203 and 207 in the DEA Training Academy at Quantico, Virginia. The Contractor shall provide any equipment racks; cabling and any other consoles; stands; mounts; hardware; firmware; software as required by the proposed design. It shall be the Contractor’s responsibility to ensure the cable, the cable routing, power distribution and receptacles are adequate for the proposed design. The classroom upgrades shall be installed, tested and ready for full operation from June 28, 2008 thru August 19, 2008. Incompatibilities and/or inconsistencies between existing audiovisual equipment and the proposed equipment shall be identified by the Contractor and alternative designs submitted to DEA for consideration. The acquisition will be conducted through the Federal Acquisition Regulation (FAR) Part 13 “Simplified Acquisition Procedures”. A solicitation will not be issued. The reference number for Request for Quote (RFQ) is DEA-08-TR-0017. The North American Industry Classification System Code (NAICS) is 334310. The Small Business Size is $750. The proposal representing the best value will be determined by the following criteria, in descending order of importance: (1) Technical expertise and experience, (2) Ability to meet time and schedule requirements, (3) Price. REQUIREMENTS: 1.The DEA Training Academy requires the Contractor to remove the current AMX masters, touch panels, video cameras with the control unit and wireless keyboards and mice. The Contractor shall furnish, install and integrate new AMX masters that will be compatible with and have the ability to control existing audiovisual equipment and devices. The Contractor shall furnish, install and integrate new touch panels into the existing podium and ensure touch panels operate all controlled devices. The Contractor shall furnish, integrate and install new three chip video cameras. Cameras shall have the pan, tilt and zoom functions and a control unit capable of controlling the installed cameras from the audiovisual distribution room. The Contractor shall furnish, install and integrate new wireless keyboards and mice capable of interfacing with the existing Black Box Keyboard Video Mouse switches. The Contractor shall ensure the new keyboards and mice do not cause any conflict that would cause the Firebird and internet computers in the classrooms to lock up or malfunction. All necessary software programming shall be completed to allow the classroom upgrades to be fully operational. The Contractor shall provide updated classroom drawings and diagrams clearly depicting classroom changes and or modifications. DEA shall make the final decision on the location and placement of all equipment. 2.All upgrades installed in the six classrooms and any subsequent classrooms covered by this statement of work shall be identical in equipment and operation. 3.The classroom upgrades shall be complete with all necessary end items, accessories and cabling required for installation. All miscellaneous items not specifically identified in this Statement of Work shall be provided by the Contractor to meet the performance requirements as defined. The classroom upgrades shall be fully operational at the time of installation and acceptance without further addition or modification. 4.All contractor furnished equipment shall be “off-the-shelf” commercial type, except where modifications or fabrications are required to meet specifications contained in this Statement of Work. 5.Fully competent personnel shall accomplish the design, installation, fabrication, interfacing and testing of the classroom upgrades. 6.All switches, outlets, cables, ports, controls, etc… shall be clearly, logically and permanently marked or labeled. All connectors shall be properly terminated. 7.The Contractor shall furnish and install cables and cable assemblies in tailored lengths to interconnect equipment components. 8.It shall be the Contractor’s responsibility to ensure that the cable, cable routing, power distribution and receptacles are adequate for designed system equipment and installation. 9.All equipment, materials, and articles incorporated into the work covered by this Statement of Work shall be new and of the most suitable grade for the purpose intended. 10.The Contractor shall provide on site operator training at DEA’s facility for the equipment installed. At the minimum the training shall cover the operation of the equipment, operator’s procedures, including software operations for software furnished by the Contractor and operator troubleshooting. DELIVERABLES: 1.All operational and technical manuals for all installed equipment shall be given to DEA. In addition all drawings, schematics and diagrams also shall be given to DEA. These drawings, schematics and diagrams shall be complete, correct and uniform. 2.The Contractor shall turn over all technical data and software codes for equipment installed to DEA and DEA will retain all rights to the information. 3.The Contractor shall provide, for the length of the warranty period, a technical response to any trouble calls placed within 24 hours, which shall include but not be limited to telephone assistance. INSPECTION AND ACCEPTANCE: 1.The Contractor, with DEA observing the results, shall perform the acceptance test. 2.All equipment and personnel required to perform the test shall be provided by the Contractor. 3.Upon successful completion of the acceptance test, the Contractor shall furnish a one-year minimum, warranty for all custom parts, labor and replacement costs at no additional cost to DEA, starting from the date of system acceptance. Warranty shall cover all on-site and in-shop repairs. SECURITY: The Contractor shall have DEA clearances in accordance with the level required to support the work or gain access to DEA information. Due to DEA’s security requirements, the Contractor shall submit fourteen (14) days prior to starting the work a complete list of all persons (employees and sub-contractors) that they propose to work on this project. The list shall include the Full Name, Date of Birth, Social Security Number, Race, Gender, and position/Title/duties of each person. Failure to comply may result in person/s being refused access to the buildings and will not be the Governments responsibility for any costs or delays in the project. CO-ORDINATION: The removal and replacement, rigging, and any other associated work are to be accomplished on weekdays during normal business hours of 9:00 A.M. thru 3:30 P.M. Monday-Friday. It is the contractor’s sole responsibility to coordinate the date and time with DEA, Office of Training, and any other parties including providing adequate personnel to insure public safety. SCHEDULE AND “DOWN TIME”: In order to minimize classroom down time, the Government shall provide a proposed schedule for completion of the work described in this Scope. The Contractor shall schedule the starting date of the proposed work no later than June 23, 2008 and be completed no later than August 19, 2008 (weekends not included). The proposed work schedule is June 23-28, 2008, June 30-July 03, 2008 and August 8, 11, 18, 19, 2008. The Government, at its discretion, may modify or change installation dates or times should classroom scheduling conflicts arise. The Contractor shall be responsible for any damage to Government, building, and/or personal property damaged by any persons hired, employed, or contracted during the course of completing this work. The contractor shall visit the job site and verify the specifications prior to submission of proposal. A site survey is scheduled for May 6, 2008 at 11:00 AM. The location for the site survey is: DEA – Training Academy, 2500 Investigation Parkway, Quantico, VA 22134.
