- The Department of Veterans Affairs, on behalf of and as an agent of the Division of Strategic National Stockpile for the Centers for Disease Contraol and Prevention has a requirement for a emergency pharmaceutical prime vendor program. VA/DSNS intends to award a requirements contract for a base period of 24 months, and three 24-month option periods by July 1, 2008. A Pre-Proposal Conference will be held on May 14, 2008 beginning at 12:00pm ending at 2:00pm at the National Acquisition Center, Hines, Illinois to explain the requirements of the solicitation and to respond to general questions raised by prospective offerors. Interested parties are encouraged to attend. Offerors are encouraged to submit written questions concerning this solicitation prior to the pre-proposal conference date. Interested offerors unable to attend the conference are also invited to submit their written questions prior to the pre-proposal conference date. All questions that are submitted will be provided along with their respective answers to all prospective offerors attending the conference. Other interested offerors will be provided with the pre-proposal conference questions and answers upon written request only. The NAICS code for this procurement is 424210. Best-value procedures will be used and awards will be made on price and non-priced factors. Oral presentations in lieu of written technical proposals will be required to be made by interested offerors before a technical evaluation panel at the National Acquisition Center, Hines, Illinois (week to be determined). Offerors must possess the experience, capabilities, skills, distribution facilities, products, resources, transportation systems and required web-based ordering systems to service customers with the depth and breadth of medical and surgical product lines. Offerors shall be required to have an on-line catalog of products carried and shall be EDI capable for order entry, order receipt, order confirmation and invoice.
