- Description
- This is a synopsis for performance based logistics (PBL) for the Target Sight System (TSS) for a period of 5 years. The specific PBL requirements are depot level repairs, spares and repair parts, functional test equipment, organizational and intermediate level consumable, functional test equipment maintenance, and sustaining support to included technical publication updates, computer resources, program related logistics and engineering technical support. The TSS is a night vision systems on the AH-1Z helicopter. This solicitation will be issued on a sole source basis to Lockheed Martin, Corporation, Lockheed Martin Missiles and Fire Control, 5600 West Sand Lake Road, Orlando FL. The basis for restricting competition is the proprietary information/data rights owned by Lockheed Martin. The government does not own complete level three drawings or data rights for the TSS. Contract/Ordering period is for a five-year period from award date of contract. Delivery will be specified in individual orders. Delivery required F.O.B. Destination: NSWC-CD, 300 Highway 361, Crane IN 47522-5001. DPAS rating is DO-A70. Interested parties contact the POC below. The North American Industry Classification System (NAICS) Code for this procurement is 334511 and the size standard is 750 employees Federal Supply Class 5855. A firm fixed price contract will be awarded utilizing a best value analysis. See Notes No. 26 and 22 (Note: 22 - The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days after date of publication of this synopsis, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Note: # 26 - Based upon market research, the Government is not using the policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice.
