THIS IS NOT A REQUEST FOR PROPOSAL AND DOES NOT COMMIT THE GOVERNMENT TO AWARD A CONTRACT NOW OR IN THE FUTURE. NO SOLICITATION IS AVAILABLE AT THIS TIME. BASED ON CAPABILITY STATEMENTS RECEIVED IN RESPONSE TO THIS SOURCES SOUGHT ANNOUNCEMENT THIS ACQUISITION MAY BE SOLICITED AS A 100% SMALL BUSINESS SET-ASIDE. THE NAICS CODE IS 541711 WITH A SIZE STANDARD OF 500 employees.Description The Division of Allergy, Immunology, and Transplantation (DAIT) of the National Institute of Allergy and Infectious Diseases (NIAID) supports basic, translational, and clinical research to understand immunological responses and to apply these research findings to the development of effective vaccine, prevention, and therapeutic strategies for infectious and immune-mediated diseases. Translational non-human primate (NHP) research is a key component of the Institutes efforts to achieve these goals. The objective of the competitive renewal of the NHP Reagent Resource contract is to facilitate and accelerate immunological research in this valuable animal model. This resource develops, evaluates, produces, and distributes key immunologic reagents to the international NHP research community, including reagents to 1) monitor or determine the dynamics and parameters of immune responses in vitro, 2) deplete select immune cells in vivo, and 3) therapeutically modulate the immune response in vivo. This Resource will develop, obtain, evaluate, produce, and distribute a wide variety of reagents to facilitate and advance NHP research in infectious and immune-mediated diseases. Reagent categories include, but are not limited to, those required to 1) evaluate or monitor immune responses; 2) deplete select immune cells; and 3) modulate or alter immune responses, including immune-based therapeutics. The NHP species that are the primary focus of this RFP are the Cynomolgus macaque (Macaca fasicularis), Rhesus macaque (Macaca mulatta), Pigtail macaque (Macaca nemestrina), and Baboon (Papio hamadrya). However, reagent development for additional species of non-human primates may be required as recommended by the NIAID appointed SAC, NRC, or the needs of the Government. Potential sources must demonstrate and document the following in their capability statements:1.Establishing and Maintaining a Resource Reagent Development Facility2.Production and Quality Control3.Distribution and Tracking4.Creating and Maintaining a NHP Reagent Resource Website5.Project and Administrative Management Capability statements submitted as a result of this announcement should demonstrate the offerors qualifications and experience, specifically providing evidence as to their capability to perform this requirement. Personnel/Management: adequacy, appropriateness and relevance of expertise, experience, qualifications, and availability of the key professional and technical staff with a project of similar size, scope, and complexity. Past Performance: Past performance is considered essential. In addition to demonstrating that they have met the above qualifications, interested parties must identify at least three other projects of similar size and complexity. All capable small business organizations are encouraged to submit capability statements based on this announcement. Interested organizations should submit two copies of their capability statement addressing each of the areas cited above. Any proprietary information should be so marked. Written capability statements should be received by the Contracting Officer by May 15, 2008. Please reference the solicitation number on all related correspondence. No collect calls will be accepted.
