History: last buy quantity 10 each, source Ferrotherm Company Inc, and unit price estimate at $3,875.10. •10. Description: Dimensions: 16.04 inches circumferential diameter. Form, fit, Function: Creates inner air seal for the high speed compressor. Predominant Material: Nickel Alloy. This is not a total Small Business set-aside. L/I 0001 - quantity 9 each L/I 0002 - quantity 1 lot, First Article Plan and First Article Test Report L/I 0003 - qty 1 ea, First Article Required Delivery - October 31, 2008 11. Mandatory Language: The 2005 Base Realignment and Closure (BRAC) Commission decision to realign/consolidate the procurement management and other related support functions from the components to the Defense Logistics Agency, is scheduled to be implemented at Tinker AFB in June 2008 timeframe. As a result, any contract resulting from this solicitation may be awarded by the DLA Detachment at Tinker AFB. Further, if a contract is awarded by the Air Force as a result of this solicitation prior to the stand-up of the DLA Detachment, the administration management of the contract will be administratively transferred to the Detachment at the time of stand-up. Award will be made only if the offeror, the product/service, or the manufacturer meets qualification requirements at the time of award in accordance with FAR clause 52.209-1. AWARD WILL NOT BE WITHHELD AWAITING QUALIFICAITON. Potential sources are not to utilize intellectual property of third parties without appropriate authorization of the intellectual property owner. Potential sources are cautioned that no part of the government property qualification requirement is intended to endorse or encourage the improper use of intellectual property developed by the Original Equipment Manufacturer (OEM) or any other third party. For qualification information/source approval request contact OC-ALC/SB (405) 739-7244. Written procedure will be used for this solicitation. No telephone requests. Only written or faxed requests received directly from the requestors are acceptable. All responsible sources solicited may submit a bid, proposal, or quotation, which shall be considered. It is suggested that small business firms or others interested in subcontracting opportunities in connection with the described procurement make contact with the firms(s) listed: Pratt & Whitney, East Hartford CT (52661), and Ferrotherm Co, Cleveland OH (01993). Note: While price will be a significant factor in the evaluation of offers, the final contract award decision may be based upon a combination of price, technical capability, and past performances detailed in the solicitation. Note: an Ombudsman has been appointed to hear concerns from offerors or potential Offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
