Description
This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopses and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and a written solicitation will not be issued. FAR Subpart 13.5 will be used. The Naval Surface Warfare Center, Dahlgren Division, intends to procure on a competitive basis one (1) each Scanning Electron Microscope that meets the following specifications:(1) Have the ability to operate low-environmental conditions, minimum 6 Pa, as well as under high vacuum; (2) Have a minimal resolution of 4 nanometers or better at 30 kilo electron volts acceleration; (3)Have a magnification of at least 5X to 300,000X; (4)Have an operating voltage of 300 to 30,000 volts, Include a computer control (monitor, printer, mouse, and keyboard included), Typical computer shall have at least Dual Core PC Processor,1GB DDR2 ECC SDRAM Memory, 40GB SATA 10K RPM hard drive, 16x DVD+/-RW, 3.5" 1.44MB floppy drive, Windows XP PRO operating system, 19" panel display; (5) Computer controlled functions: vacuum sequence, automatic pressure control for LV operations. auto-focus, auto-contrast and brightness, auto-stigmation, auto-gun control (bias, filament & alignment), user login with stored settings and recipes; (6) Have an imaging system that meets or exceeds the following parameters: Slow scan frame store with 640 x 480 x 8 bit, 1280 x 960 x 8 bit, and 2560 x 1960 x 8 bit resolution, High speed frame store with 640 x 480 x 8 bit resolution, frame averaging and pixel integration, look-up table image enhancement functions including gamma, on screen measurement via mouse drag and drop or moveable cursors, pseudo color image display. stored images must be available to the user in the form of the standard digital formats BMP, uncompressed TIFF, JPEG or Meta. Stored data of line profiles and bar graph displays must be available in ASCII format. (7) STAGE AND SPECIMEN CHAMBER must have: Five axis asynchronous motorized and automated (speed linked to mag); Tilt eucentric at all working distances; Motion by joystick, keyboard entry and/or mouse; Dimensions of the chambers are to at least meet or exceed the following criteria:a) X= 10 mm, Y= 5 mm, Z= 6.5mm; b) Tilt = -10o to 90o; c) Rotation = 360o continuous with computer controlled eucentricity; d) Specimen holder kit; e) Eight or more chamber ports for various accessories such as BEI, EDS, and WDS; (8) ELECTRON DETECTOR: Three-segment solid-state backscattered electron detector for Compo, Topo and Shadow Mode imaging. (9) The following shall also be included in the overall price: turbo molecular vacuum pump system, installation, training, transportation. Warranty is to be included in the price of the equipment and provided at no extra cost; (10) A heating stage from at least 4 to at least 140 degrees Celsius capable of manual operation (operation without automated computer support) and upgradeable for automated computerized operation; (11) A 100 pounds tensile stage that can apply at least 100 pounds of tensile and compression load capable of manual operation (operation without automated computer support) and upgradeable for automated computerized operation.This solicitation, number N00178-08-R-3028, is issued as a Request for Proposal (RFP). The NAICS Code associated with this procurement is 334516, the FSC is 6650 and the Small Business Size Standard is 500 employees. PROVISIONS/CLAUSES: This solicitation document and incorporated clauses and provisions are those in effect through Federal Acquisition Circular 2005-24, Effective 28 Feb 2008 & DFARS Change Notice dated 23 April 2008. A best value award will be made to the responsible offeror with the lowest priced, technically acceptable offer.); FAR 52.212-3 Offeror Representations and Certifications Commercial Items; FAR 52.212-4 Contract Terms and Conditions Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required To Implement Statutes or Executive Orders--Commercial Items (June 2007) Subparagraphs (a), (b)1, 3, 7, 11, 15, 16, 17, 18, 19, 20, 21, 22, 23, 24(i), 28, 31, 34, 36 and (e); FAR 52.247-34 FOB Destination; DFARS 252.204-7004 Alternate A; DFARS 252.212-7000 Offeror Representations and Certifications Commercial Items; DFARS 252.212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items Subparagraphs (b)1, 4, 5, 12(i), 17, 19, 20(i), and (c) apply; DFARS 252-225-7000 Buy American Act--Balance of Payments Program Certificate; DFARS 252-225-7002 Qualifying Country Sources as Subcontractors. INSTRUCTIONS - AT A MINIMUM, OFFERS SHALL INCLUDE: (1) RFP number; (2) Offerorss name, address, point of contact, phone and fax numbers, e-mail address; (3) offerors DUNS number, CAGE code, and TIN number; (4) documentation that shows the offerors current active registration in the Central Contractor Registration (CCR) database. Lack of registration in the CCR database will make an offeror ineligible for award. Offerors may obtain information on registration in the CCR on the Internet at http://www.ccr.gov; (5) A copy of the complete commercial warranty provisions and terms; (6) Offered delivery time; (7) Offerors remit to address; (8) Completed copies of FAR 52.212-3 and DFARS 252.212-7000; (9) Past performance data of the last three sales for the same or similar items. For each reference include: contract number, dollar value, date of sale, organizational name, point of contact, address, phone number and e-mail; (10) The price proposal should include: (a) a copy of the current catalog or established price list for the items covered by the offer, or information where the established price may be found; (b) a statement that such catalog or established price list; (i) is regularly maintained; (ii) is published or otherwise available for inspection by customers (iii) states the prices at which sales are currently made to a number of buyers. (c) A statement that such items are commercial items sold in substantial quantities to the general public, at the prices listed in the above mentioned catalog or established pricelist; (d) a statement that the quoted prices, including consideration of any discount or rebate arrangement, do not exceed prices charged the offerors most favored customer for like items in similar quantities under comparable conditions. The Government will award a Firm Fixed-Price contract to the responsible offeror whose offer conforms to the requirements of this RFP and is determined to be most advantageous to the Government based on price. The offeror shall convey all standard manufacturer commercial warranties to the buyer. The closing date is 12 May 2008 at 2:00 p.m., Eastern Time. Anticipated Award date is 19 May 2008. All items shall be priced FOB-Destination, Dahlgren, VA. All items shall be delivered to the NSWCDD Receiving Officer, 17320 Dahlgren Rd, Dahlgren VA 22448-5100, between the hours of 0700 and 1430 local time on weekdays. No deliveries will be accepted on Federal Holidays. Delivery shall be 120 days from the date of award.
