Description
This Sources Sought (SS) is for information and planning purposes only. The purpose of this SS is to identify qualified Small Business sources that are interested in and capable of performing the work described herein. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation. Response to this survey is voluntary and no reimbursement will be made for any costs associated with providing responses. No solicitation document exists at this time, and calls requesting a solicitation will not be answered. The U.S. Army Corps of Engineers, Pittsburgh District, is seeking qualified small business concerns capable of installation, removal, replacement, cleaning, and realignment of navigation aides on project waters. It also includes realignment of swim areas and replacement of swim area components on project waters. The buoys are can-type, regulatory buoys with controlled area, warning, and boat exclusion messages and symbols. Swim areas will consist of the depth gauges, float lines, and No Boat Buoys. All Buoys, ball floats, depth gauges, anchor lines, anchors, and hardware for attaching these items will be provided by the Government. Tools and equipment required to perform this work shall be provided by the Contractor. The work shall include, but is not limited to, transporting buoys, anchors, anchor lines, and the hardware for attaching these to and from the storage areas; accurately measuring water depths and anchor line lengths to insure proper buoy placement and function; securely attaching anchors, anchor lines, and buoys; cleaning buoys following removal from the lake;, and realignment and replacement of buoys and swim area components. The placement, realignment, or removal of buoys and the installation and realignment of swim areas on the lake shall be performed. The following is the procedure for the installation and maintenance of navigation aids and swim areas. The anchor line length for all buoys shall be equal to the depth of the water plus six feet. Following removal, buoys shall be cleaned prior to being returned to the project storage area. The Contractor shall report missing buoys. Anchors, cables, and reusable hardware shall also be returned to the storage area. When realignment is ordered, the Contractor shall locate, and, when necessary, recover and realign all buoys. All buoys that are missing or damaged to the point where they are impossible to read, except for No Wake buoys, will be replaced immediately by the Contractor. The Contractor will report missing No Wake buoys and replacement of other buoys to the COR. Missing means not on the surface of the Lake. When realignment of a swim area or areas is ordered, the Contractor shall recover and realign the depth gauges, float lines, and No Boat buoys to the position and configuration specified. Depth gauges capable of marking water up to five feet deep will be positioned where the depth is three to four feet, depth gauges capable of marking water up to eight feet deep will be positioned where the depth is six to seven feet, and depth gauges capable of marking water up to ten feet deep will be positioned where the depth is eight to nine feet. Swim area components that cannot be recovered will be replaced immediately by the Contractor. When the top of a depth gauge is within 2.5 feet of the Lake's surface, it will be considered recoverable. The Contractor will report replacement of swim area components Most buoys weigh approximately 55 pounds, and anchors average approximately 25 pounds. The Contractor shall comply with Coast Guard regulations and federal and State requirements while on project lands and waters. (To meet federal requirements the Contractor must wear a Personal Flotation Device while performing the water-based work described in this section.) Normally as soon as Summer pool is reached (usually before May 1st), most of the buoys shall be transported from the project storage area and placed in position in the lake. During fall, these buoys will be retrieved and carefully stored in the project designated storage area. Swim areas and buoys generally require realignment once a week from the week before Memorial Day through Labor Day weekend. An inspection of the beach shall be performed to assure public safety. This inspection shall be completed by 10:00 a.m. and shall include: a. Signs. Verify that signs are in place, readable and properly fastened b. Bulletin Board Verify the bulletin board is in place with beach rules, Title 36, and emergency phone numbers prominently posted. The Contractor shall replace missing items before the Contractor leaves for the day. A supply of Title 36, beach rules, and emergency telephone numbers will be furnished to the Contractor by the COR. c. Telephone Verify the telephone is in place and operational. Verify the current list of emergency telephone numbers is posted next to the telephone. If the list of emergency telephone numbers is missing or defaced, it shall be replaced by the Contractor before leaving for the day. d. Life Jugs Verify that life jugs are in place and serviceable. Missing or damaged life jugs shall be recorded and replaced by the Contractor before leaving for the day. A supply of extra life jugs will be furnished to the Contractor by the COR. The COR will provide an extra supply of Life Jug signs to the Contractor. e. Beach Surface Litter, trash, normal levels of daily debris, ashes, garbage, glass, can lids, sharp objects, drift and animal droppings shall be removed from the beach surface during the inspection and disposed of properly. f. Buoy Lines and Marker Buoys Verify that buoys are in good condition and in proper alignment with buoy lines properly installed. g. In Water Hazards Any in-water hazards observable from the shore shall be removed during the inspection. Requested Information 1.
