- The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Charlestonintends to issue a Request for Proposal (RFP) for management and businessoperations improvement, program and project management support, andfinancial management support. Management and Business OperationsImprovement Support activities shall include strategic planning, businessplanning, business process re-engineering, process improvementimplementation, knowledge management, and customer relation managementsupport efforts. Program and Project Management Support activities shallinclude program support and analysis, program/project planning and tracking,earned value management, and program review support efforts. FinancialManagement Support activities shall include financial data management andreporting, contract monitoring, acquisition support, and procurement trackingsupport efforts. A draft performance based statement is attached. The Government anticipates award of an Indefinite Delivery, IndefiniteQuantity, Cost-Plus-Fixed-Fee, Performance-Based type contract with a baseyear plus four one-year options. This procurement will be conducted under fulland open competition. The NAICS Code is 561499, with a size standard of$6.5 million. The estimated release date for the RFP is on or about 19 May2008. It is the offerors' responsibility to monitor this site for the releaseof thesolicitation and amendments (if any). Potential offerors will be responsiblefordownloading their own copy of the solicitation and amendments. Thesolicitation and any documents related to this procurement will be availableover the Internet at the following SPAWARSYSCEN Charleston WEBSITEaddress: http://e-commerce.spawar.navy.mil. No paper distribution of thesedocuments will be provided. The anticipated award date of the subject contractis scheduled for July 2008.
