Description
NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Division of Safety Research, Protective Technology Branch Morgantown, WV hereby announces it's intent to issue a purchase order to Cyberware Laboratory for a Whole Body X 3D Scanner (WBX). Background and Need NIOSH provides national and world leadership to prevent work-related illness, injury, disability, and death by gathering information, conducting scientific research, and translating the knowledge gained into products and services. The NIOSH Protective Technology Branch uses a Whole Body Scanner (SB) as a valuable tool to conduct research in engineering anthropometry to resolve issues on protective equipment and work station design. An example of the research conducted in the Antrhopometry Laboratory is evaluation of whole body harness fit to construction workers. A worker's body shape information is captured in the scan, which is used to develop a sizing system to improve fit. NIOSH has been conducting anthropometric research with the existing whole body scanner for over ten years. The existing scanner was installed by Cyberware through open competition in 1995. NIOSH has a need to work with this company to reintegrate hardware as well as software into an upgraded digital system to further our research for occupational safety. Cyberware is the only company that produces the whole body 3D scanners that are compatible to our existing systems and data library, which our program uses for design purposes. Switching systems will cause significant delays and additional costs will occur which could be detrimental to the completion of the current project and for future projects using the older data. In addition, all previously developed anthropometry data may not be adequately retrieved without a long-term evaluation and file conversion validation process. This procurement is supported by justification for other than full and open competition to Cyberware Laboratories under the authority of 41 U.S.C.253(c)(1). Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written capabilities statement and pricing information in the format they choose, not to exceed 10 pages. Please forward the capability statement to Denise L. All vendors must be registered in the Central Contractor Registry (CCR) prior to award of a Federal contract. The website is www.ccr.gov. The Government will review any/all capabilities statements and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response to this announcement will be used sole for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, negotiations will be conducted with Cyberware Laboratory, 2110 Del Monte Avenue, Monterey, CA 93940 as the only source and a purchase order will be issued without any additional notices being posted. This acquisition is being processed under FAR 12, Commercial Procedures.
