Description
The 61st Contracting Squadron is contemplating a solicitation for design and construction of a Hazardous Waste Storage Facility (HWSF) that meets all local, state and federal regulations. The contractor will provide provide all labor, equipment, materials, transportation, quality control, incidentals and supervision necessary to perform the following project. This HWSF shall be designed and constructed using conceptual designs provided by the 61st Civil Engineering and Logistics Squadron. Project activities generally involve demolition of various existing site elements (i.e. curbs, landscaping, soil excavation, etc), construction of a foundation (i.e. sub grade material, concrete slab, etc), and construction of the hazardous waste storage facility. The west side of the building will have 3 rooms; a Hazardous Waste Room, a Universal Waste Room, and a Storage Room. Each room shall be 25 feet Long (L) x 20 feet Wide (W) x 13 feet High (H) (center ridge height) with a controlled (i.e. locked sliding metal paired doors) opening to allow forklifts with pallets to enter and exit. The rooms will be covered by a standing seam metal roof. The rooms must be temperature controlled with an HVAC system. The east side of the facility will consist of an uncovered pallet storage area 16 feet W x 84 feet L. Access to the pallet storage area will occur along the north end of the facility via a 9 foot wide uncontrolled access way. The existing curb will be cut to zero curb face the entire length, 84 feet, of the facility with a three foot wide concrete approach the length of the facility. The anticipated performance period for construction shall be 90 days after issuance of the Notice to Proceed, and shall be contingent upon the government accepting satisfactory HWSF design drawings by the contractor. The design phase of the project will be divided into 3 stages: 35%, 65% and 100%. The requirements for each stage will be provided during solicitation. The North American Industry Classification System (NAICS) for this acquisition is 236220, with a size standard of $31,000,000.00. The magnitude of this contract is estimated to be between $500,000 and $1,000,000. Potential firms must register with the Central Contractor Registration (CCR) (http://ccr.gov). and Online Representations and Certifications Application (ORCA) (http://orca.bpn.gov)Registration to be eligible for this requirement.. All interestedinterested parties must send an email to gion.lalican@losangeles.af.mil with their company name, CAGE code, address, phone number and whether their firm is a large business, small business, 8(a), HUBZone, etc. The contractor should also provide a listing of any government construction contracts held over the last three years that are similar in complexity and magnitude to the requirements of designing and building a hazardous waste facility. This listing should include, project title, dollar value, and performance period. The closing date for responding to this sources sought synopsis will be (TBD). This is not a proposal.
