Description
INTENT TO SOLE SOURCE The Department of Veterans Affairs intends to negotiate, under the authority of 10 U.S.C. 2304(c)(1), a sole source purchase order with Innovative Sports Training, 3711 N. Ravenswood, Chicago, IL, for the purchase of a Motion Monitor System. This procurement is being conducted under the authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The VA Palo Alto has a requirement for a system that measures three-dimensional movements of the shoulder, elbow, wrist, and forearm during functional reaching tasks in real-time. The system must also provide an interface for simultaneously recording force and electromyography (EMG) data and include the essential application software that enables a fully integrated "turn-key" system that interfaces with the existing laboratory components (EMG system, force sensors and MicroScribe). The system required must be a relatively small 3D motion capture system suitable for upper extremity studies for use in collaborative research projects such as such as wheelchair propulsion for Spinal Cord Injury patients. The Motion Monitor System designed and assembled by Innovative Sports Training is currently the only system available that supports real time data collection from Ascension magnetic trackers, Polhemus' magnetic trackers, NDI's Optotrak, Qualysis' ProReflex & Oqus cameras, and Motion Analysis' Hawk and Eagle cameras; along with Bertec, AMTI or Kistler force plates; Noraxon, Delsys, Run Technologies or Bortec EMG systems; SR Research's EyeLink II eye tracking system; event markers; and multiple high speed digital video. The North American Industry Classification System Code is 334510 and the business size standard is 500 employees. This acquisition will be processed in accordance with FAR Part 12 -Acquisition for Commercial Items and FAR Part 13 Simplified Acquisition Procedures. All FAR provisions and clauses may be reviewed and/or obtained from the General Service Internet address: http://www.arnet.gov/far. This Notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capability by submitting literature and documentation, detailing the equipment capabilities, to the Contracting Officer via email to jeanne.woodcock@va.gov or by fax to 916-923-4554. A determination by the Government not to compete this proposed purchase order based on responses to this notice is solely within the discretion of the Government. All responses must be received not later than 3:00PM, May 7, 2008.
