- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This requirement is to be resolicited on a full and open competition basis. Proposals are due on, May 14, 2008 at 10:00 a.m. See Section entitled Proposal submission for more details. STATEMENT OF OBJECTIVE FOR TALENT MATURITY ASSESSMENT (TMA) Background In February 2007 the Deputy Under Secretary of the Army (DUSA) shared a vision to establish an Army Civilian University (ACU). At its core is the ACUs mission to create a network of schools and colleges that effectively cultivates our essential civilian personnel resource. This university model will be designed to maximize civilian career development opportunities through a transformational model of effective and efficient learning opportunities that strengthen the Armys Goals and Mission in support of our National Security. The ACU is responsible for overseeing the analysis and evaluation of current programs involving Army civilian leadership, professional development, and education/training while molding structure into a university learning concept to meet future learning and knowledge management challenges. In order to establish an effective ACU program and to ensure Civilian leader development, the Army needs to define current and future competencies; this means defining, measurable skills, knowledge, abilities, qualities, and values required in both technical and leader functions. As part of this process, the Army requires contractor subject matter expertise to conduct a Talent Maturity Assessment (TMA) of Army civilian personnel. Scope: Provide contract consultant support to assist DUSA in obtaining TMA of Army civilian personnel. This will contribute to ability of the emerging Army Civilian University (ACU) to use the analytical results of this assessment as the basis for developing a Human Capital Strategic Plan and a Talent Management Action Plan. In particular, the contractor will deliver: "TMA with conclusions and recommendations completed within 90 days ADC "Results compared and contrasted to other Government and Industry data points to enrich the analysis "Comparisons provided to best-practice of commercial and government organizations Statement of Objectives: Phase I. Interview with top leaders (roughly 10-15) of Army Civilian Corps to determine common threads of research topics. Review and consolidate the results from previous civilian surveys. Determine what shortfalls have been found and conduct a trend analysis on similar questions over time. In addition, conduct research on which questions from the existing TMA database need to be revised to reflect familiar terms to Army civilian personnel. Work with ASA (M&RA) and G1 to add up to 5 questions that are deemed necessary to conduct a thorough maturity assessment. Determine which groups should participate in the e-focus groups so that insights gathered will be most representative of the entire population. Conduct external research on the related areas of interest to Army civilian personnel leaders at G1 and ASA (M&RA). Phase II. Conduct a web-administered survey and focus groups. In conjunction with the Army Research Institute, survey enough appropriated-funds civilian personnel across Army to ensure 5% (roughly 15,000) successful respondents. Conduct 8-12 e-focus groups from various representative groups of Army civilian personnel. Phase III. Based on results from initial interviews, surveys and focus groups, conduct deep dive, internal research on specific topics of interest. Determine the most likely causes of the results and any causal linkages to existing civilian personnel structures. Compare the survey and focus group results to best practices in industry and government organizations. Build the Talent Maturity analyses. Phase IV. Write a comprehensive research report with all interview, focus group and survey results. Decompose survey results by Major Command, pay grade, civilian career field, and up to two additional characteristics. Distribute this report on AKO within 90 days ADC. Results should be prepared in the following 14 categories: Overall Talent Maturity, Leadership Commitment to Talent, Human Capital Plan, Workforce Planning, Talent Acquisition, Talent Engagement, Talent Development, Talent Deployment, Talent Management, Performance Management, Leadership Development, Talent Retention, Organizational Accountabilities and Innovation. Benchmark the results against commercial and government best practices. Applicable documents Army Regulation 600-46,Personnel-General Attitude and Opinion Survey Program (01 November 79). The governing DOD level instructions are: DODI 1100.13, Surveys of DoD Personnel (November 21, 1996) and DODI 8910.01, Information Collection and Reporting (March 6, 2007). Period and Place of Performance: All performance under this contract to include identified deliverables shall be completed with 90 days after award. Primary place of performance is the contractors location. Workspace, as applicable, will be provided when contractor performance is required at Government locations. Travel: Some travel maybe required in order to perform contract requirements. Travel will be reimbursed in accordance with the Joint Travel Regulations and FAR 31.205-46. However, local travel will not be reimbursed.
