Description
The A-76 standard competition for Safety Support Services at various installations throughout the continental United States (CONUS) and Hawaii, announced in the pre-solicitation notice published on 10 APR 08, is hereby cancelled due to changes in the requirements. Request for Proposal N69450-07-R-0553 will not be issued. There is currently no anticipated target release date for any competitive acquisition for this requirement. Please note: No solicitation has been issued subsequent to the pre-solicitation notice for this requirement, and the Navy will not be responsible for any costs incurred by interested parties in connection with this requirement. INITIAL PRE-SOLICITATION NOTICE FOLLOWS:This synopsis constitutes notice of an OMB CIRCULAR A-76 PUBLIC PRIVATE COMPETITION POSTING OF 100% SOLICITATION, which the Government intends to issue ON OR ABOUT 2 MAY 2008 at https://www.neco.navy.mil under solicitation number N69450-07-R-0553. This A-76 standard competition is for Safety Support Services at various installations through the continental United States (CONUS) and Hawaii. The functional areas for Safety Support Services are comprised of the following: Occupational Safety and Health (OSH), Traffic Safety, Explosives Safety and Recreational and Off Duty Safety (RODS). Projected performance periods will include a (4) month Phase-In period, a five (5) month base performance period, four (4) twelve (12) month option periods, and one (1) three (3) month option period for a total performance duration of five (5) years. A performance-based, combination contract containing both firm fixed price and indefinite-delivery indefinite-quantity items is anticipated. PARTICIPATION IN THIS ACQUISITION IS UNRESTRICTED. In accordance with FAR 15.1, the Competitive Sourcing Acquisition Center of Excellence (CSACOE) Norfolk, VA will be using the LPTA source selection process for this acquisition, please refer to sections L & M of the solicitation, once issued, for details regarding the evaluation criteria and submission requirements. The North America Industry Classification System (NAICS) code for this acquisition is 541690, Other Scientific and Technical Consulting Services. The small business size standard is $6.5 million. The Government anticipates receiving proposals approximately 60 calendar days after issuance, and conducting a pre-proposal conference within approximately 30 calendar days after issuance. Additional details to be contained in the solicitation. The solicitation will not result in a contract unless the costs of contracting are lower than the costs of continued Government performance by the minimum cost differential, in accordance with the OMB Circular A-76 (29 May 2003). The conversion differential is a cost that is the lesser of: (1) 10% of the Most Efficient Organization s (MEO) personnel-related costs on Line 1 of the Standard Competition Form (SCF) or, (2) $10,000,000 over all of the performance periods stated in the solicitation. In addition, a contract will not be awarded unless a determination has been made that no competitive advantage is gained by the contractor s share contribution to its employer sponsored health insurance plan or retirement benefits. As stated in FAR Clause 52.207-3, Government personnel adversely affected by conversion of Government-performed services to contract have the Right of First Refusal for available positions, if qualified.
