Description
United States Special Operations Command (USSOCOM) intends to issue a Request for Proposal (RFP), H9222-08-R-0036, for approximately 2,000 Lightweight All Terrain Vehicles (LTATVs). The intent is to procure modified commercial-off-the-shelf (M-COTS) 4x4 and 6x6 vehicles with Special Operations Forces (SOF) peculiar modifications. These modifications include, but are not limited to, special lighting, rollover protection, and stowage/mounting provisions for SOF gear. USSOCOM will also require user manuals, maintenance manuals and provisions for parts, operator training and maintenance training over a five year period. This procurement will be accomplished using full and open competition procedures for M-COTS that will result in a five year Indefinite Delivery Indefinite Quantity (IDIQ) type of contract. LTATV vehicles shall pass go/no-go Key Performance Parameters (KPPs): 1.Internally transportable by military aircraft (CV-22 & MH-47) 2.Payload of 1,100 pounds (4x4 variant) and 1,200pounds (6x6 variant) 3.Operating Range of 150 miles 4.Equipped with standard automotive controls to include a steering wheel 5.Equipped with roll over protection 6.Equipped with industry standard ( 4- or 5- point ) seat belts 7.Equipped with run flat tires that are capable of moving the vehicle, after tire penetration, for 15 miles at 30 miles per hour The RFP will be posted on this FEDBIZOPPS website. All responsible sources may submit a proposal for consideration. Vehicles will be evaluated in accordance with the test plan in the RFP. Offerors will ship, at their own expense, two LTATV variants (together with spares parts, and tires for each (4x4) and/or (6x6) proposed) to Patuxent River, Maryland for go/no-go evaluation of KPP #1 (transportable in military aircraft). If successful, offerors will also be required to ship these variants, at their own expense, to Yuma Proving Ground, Arizona for further go/no-go and verification evaluation. Vehicles will be returned to the vendor in the condition that they finish the evaluation. The North American Industry Classification System (NAICS) is 336999 with a small business size standard of 500 employees. It is the responsibility of all interested parties to continually monitor the website to stay informed.
