Description
The purpose of this contract is to secure a complete set of services to accomplish a log delivery and floodplain restoration project. The Contractor will provide heavy lift helicopter services to yard logs, some with root wads attached, from one staging site to flagged destinations along Robinhood Creek. Some logs will be placed in small decks for later placement by excavator, while others will be placed in locations to improve floodplain habitat. Approx. 425 logs. Estimated starting date is July 15, 2008. Any traffic control necessary for safe completion of flight operations over forest roads, campgrounds or nearby hiking trails will be the responsibility of the Contractor. The project involves helicopter transport of logs from a staging site at Nottingham Campground to sites along Robinhood Creek (elevation 3,280–3,400 feet above sea level), destinations ranging 0.3 to 0.7 mile from the staging site. Log weights for 90% of the logs are estimated at 10,000 pounds and less; the remaining 10% may need to be bucked to length to meet weight restrictions. The 425 logs, comprised primarily of grand fir, Douglas fir and hemlock, are approximately 40 feet long and range from 12”–30” dbh, with 50% of the logs ranging from 12-16” dbh and 35% ranging from 16-24” dbh. The remaining 15% are greater than 24” dbh. There are approximately twenty logs with root wads attached. The logs are well cured, having been cut and decked for one or two years. Additionally, where the FS 3520-620 road crosses Robinhood Creek (the upper drop zone) there are approximately 10 logs greater than 24” dbh remaining from the 2007 Phase 1 of the project to be placed in the upper stream reach. Existing service landings are available 0.4 mile from the project area at Little John Snopark on the east side of Hwy 35, or 5.0 miles south of the project area at Hood River Meadows. Both service landings are identified on the attached project area map. Access roads to staging areas and service landings are paved or graveled and are accessible by truck. The Contractor shall, considering given objectives for the project, develop a plan of operation to accomplish these objectives, organize, and direct all the equipment and personnel needed to fully accomplish the work. The Contractor shall furnish all technical expertise, labor, equipment, supervision, transportation, operating supplies and incidentals necessary to complete the work required.
