Description
The National Oceanic and Atmospheric Administration (NOAA) is conducting a market survey to determine the availability and technical capability of small businesses who can provide: MK9 Time-Depth Recorder tags, MK10 GPS tags, Pop-up Archival tags, Splash tags, and Smart Position or Temperature Transmitting (SPOT 5 tags) or an equivalent. The tags must meet the following salient characteristics: For all tags: •User programmable - software and hardware to allow the user to set up parameters to best suit research needs. •Free software for decoding data - must have free software available and downloadable by user that will take Argos data and decode information and put in easily accessible file format such as excel or comma delimited format. •Ability to program month, days and hours for transmission of transmitter (this extends battery life and allows for longer transmission time of transmitters) •Battery system that will provide >1 year of transmissions. •Ability to custom order special specific needs, e.g. type or number of batteries, number of sensors, type of sensors, etc. •Pressure tested to a minimum of 1000m. SPOT5 •The Cricket Argos transmitter technology •Small size 2x2 inch in size- light weight 60-30g •Ability to program and then activate in field with a magnet •Ability to record and send temperature via Argos SPLASH •The Cricket transmitter for Argos technology •Ability to program and then activate in field with a magnet •Ability to archive data as well as send histograms via Argos •Record dive data as well as temperature data. MK-9 •Small (80cmx20cm), light weight 30g or less, made of stable non-biologically reactive material •Time, depth, light and temperature recording with archival ability to hold 16 MB data or more MK-10 •GPS with fast-loc technology •Archival ability •PAT - early release recording feature •PAT - pop-up ability, storage of archival data until pop-up and then download of all data collected while on surface •PAT - Argos transmitter for identification of where tag was released NOAA intends to negotiate an IDIQ contract with firm fixed-price delivery orders for the tags described above. Firms responding to this market survey should provide a capability statement which provides detailed information regarding the specifications for the equipment you plan to propose in lieu of the tags listed above. All proposed tags should be commercial off the shelf (COTS) technology and must meet or exceed the specifications as stated without any major development. Offerors should include a description of significant collaboration and subcontracting that will be required to provide technically acceptable deliverables. Responding firms should provide their capability statement to Contract Specialist, Stephanie Garnett by email at stephanie.m.garnett@noaa.gov no later than May 14, 2008.
