Description
This request for information (RFI) is for planning purposes only and shall not be considered as an invitation for bid, request for quotation, request for proposal, or as an obligation on the part of the Government to acquire any products or services. Your response to this RFI will be treated as information only. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of contractor submission of responses to this announcement or the Government use of such information. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. No funds have been authorized, appropriated, or received for this effort. The information provided may be used by DIA in developing its acquisition strategy and statements of work/statements of objectives and performance specifications. Interested parties are responsible for adequately marking proprietary or competition sensitive information contained in their response. The Government is seeking to identify sources, to include small businesses and universities, with a high-level of expertise in state-of-the-art electromagnetic sensors, specifically; seismic, acoustic, magnetic, electro-optical/infrared (EO/IR), and radio frequency (RF) sensors. For RFI purposes, expertise sought includes: a) Research, experimentation and testing of ground and maritime-based sensors, which included collection, processing and data exfiltration. b) Engineering, manufacturing and testing of portable sensors, both expendable and non-expendable. c) Engineering and analytic skills required to store and analyze collected data and extract unique signatures associated with high-value targets. d) Experience in emplacing and/or recovering a single or suite (family) of sensors in remote areas. It is anticipated that one or more Indefinite-Delivery Indefinite-Quantity type contracts will be awarded with firm-fixed price or cost plus fixed-fee task orders issued for work performed on an as-needed basis. The period of performance will be for one base year and will include four one-year option periods. Work will be performed at contractor facilities and/or government facilities, as required. SUBMISSION INSTRUCTIONS: Vendors with facility access at the collateral or SCI level with experience in any or all of the above areas are encouraged to respond to this RFI. However, lack of security access is NOT a limiting factor. The government will consider all sources. A. Prospective sources possessing the qualifications and experience to respond to this RFI are invited to submit a brief capabilities statement (no more than 20 pages) electronically to melanie.moore@dia.mil, along with: Company information (Name, address, company type and size), CAGE Code, POC, and facility security status. Also, please indicate if you hold a current GSA schedule contract, to include the schedule number, if held. B. The Government reserves the right to review late submissions but makes no guarantee as to the possibility for its review. C. Responses shall be in Microsoft Word (or compatible) format and are due no later than 4:00 PM (local Eastern Time) on 15 May 2008. D. Proprietary information, if included, should be minimized and MUST BE CLEARLY MARKED and separated from other information furnished. E. Submissions will NOT be returned. Submissions will be held or disposed of in accordance with guidance provided; else they will be disposed of at the discretion of the government. F. Responses to this RFI will be evaluated by Government technical experts. Non-government staff support personnel will NOT have access to proposals. G. Prospective offerors are reminded that only Government Contracting Officers are legally authorized to commit the Government.
