- Description
- The Federal Aviation Administration (FAA) at the Mike Monroney Aeronautical Center (MMAC), Oklahoma City, OK has a requirement for engine generator sets and automatic transfer switches for a data center. One generator will be natural gas-fueled and the second generator will be diesel-fueled, with an option to provide a liquid petroleum (LP) gas engine-driven generator in lieu of the diesel engine-driven generator. Generator sets will include: generators, unit-mounted cooling system, unit-mounted control and monitoring, performance requirements for sensitive loads, load banks, and outdoor enclosure. Generators shall have:Power output rating: not less than 1250 kW/1562 kVA standby rating, Output voltage and connections: 480/277 Volt, three-phase, four-wire,Rated engine speed of 1800 rpm, andMaximum piston speed for four-cycle engines: 2250 fpm. Automatic transfer switches shall be rated 2500A minimum, 280/277 Volt, 3-phase, 4-wire. Delivery time within 12 months of contract award is essential. A five-year manufacturer's warranty is required. The successful contractor will provide remote annunciation and control system for generators and automatic transfer switches. The anticipated contract does not include installation of the generators or switches. The successful contractor must maintain a service center within 60 miles of the project site and be able to provide emergency maintenance repairs within a response period of less than two hours. It is anticipated that a firm-fixed-price contract will be awarded. The subsequent Screening Information Request/Request for Offer (SIR/RFO) will require that a technical proposal be submitted along with the cost proposal to ensure that all technical requirements are met. Responses to this market survey will be used to determine if there is adequate competition to set the requirement aside for Small Businesses, Service Disabled Veteran-Owned Small Business, or the 8(a) program in lieu of opening the acquisition up for full and open competition. The NAICS Code for this requirement is 335312, Motor and Generator Sets Manufacturing, with a Small Business Size Standard of 1,000 employees. Interested vendors should respond with the following: 1)Provide a description of the terms and conditions of the warranty and the processes and procedures (for the specific manufacturer). This information is required in order for the FAA to obtain warranty repair service, if required.2)Provide location of the nearest service center to the Aeronautical Center, Oklahoma City.3)Complete and return the attached Business Declaration Form. The form is provided as a separate document under this announcement. The FAA reserves the right to review and verify each offeror's program eligibility. The FAA prefers that all response submittals, including attachments, be submitted electronically to the following address: Connie.M.Houpt@faa.gov, Market Survey: 08-03003. Responses should be submitted in a Microsoft Word (preferred); however, portable document format (i.e..pdf file) is acceptable. The FAA will not respond to telephonic inquiries. Vendors must respond by 3:00 p.m. (CST), May 16, 2008. The FAA will not pay for any information received or costs incurred in preparing responses to this market survey. This announcement shall not be construed as a request for proposal or as an obligation on the part of the FAA to acquire these products. Responders to this announcement may be asked to provide additional details/information based on their initial response. The final determination by the FAA not to open this requirement to competition, based on any information provided, is solely within the discretion of the FAA.
