- INTRODUCTION/BACKGROUND The Department of State (DOS) is seeking sources sought for the following requirement below. The contractor must provide to DOS a Capability Statement showing that they can meet the requirements of the DOS for the remote monitoring capability described below and is dependent upon the incorporation of 3D building and facility models into the SMSe. The Security Management System enterprise (SMSe) was developed to achieve worldwide integration of selected technical security systems, with data availability to Diplomatic Security (DS) staff at post and to remote DS monitoring centers, for the purpose of better protecting people, information, facilities and operations. Worldwide deployment was approved in 2004 and coincided with a shift in the focus of the technical security upgrade program to lock and leave posts. An essential component of the SMSe program has been a centralized security monitoring capability. DS/ST is installing SMSe’s at overseas Foreign Service and certain domestic facilities to connect technical security and technical countermeasures systems at these facilities to monitoring and analysis centers in Washington and elsewhere. This network-centric system greatly enhances the security of DOS facilities and provides DS Management with a truly global security perspective. The data provided by this system provides managers with real time situational awareness during crisis situations that include terrorism events, fire, natural disasters, as well as identifying potential technical penetrations, failures of security infrastructure, and the operational status of counter-terrorism and technical security systems. It provides the means for DS to remotely monitor the real time status, performance and integrity of systems directly related to life safety, counter-terrorism and technical surveillance. It also produces an archive of security data that will greatly benefit security and counter-intelligence investigations, and through intelligent data mining, trend and pattern analysis, help identify potential threats. Future SMSe functionality could include power assisted vehicle barriers, perimeter security systems, surveillance video, explosive detection, X-ray inspection, access control, intruder alarms, imminent danger notification, RF monitoring, fire detection, building systems control and monitoring.
