- This is a Sources Sought Synopsis. This synopsis neither constitutes a Request for Proposal, nor does it restrict the Government to an ultimate acquisition approach. This synopsis should not be construed as a commitment by the Government for any purpose. Requests for a solicitation will not receive a response. The Government will not pay for any information that is submitted by respondents to this Sources Sought Synopsis. This Sources Sought Synopsis is in support of a market survey being conducted by the 77 Aeronautical Systems Group, Contracting Division (77 AESG/PSK), Brooks City-Base TX to determine potential sources capable of fulfilling an Indefinite-Quantity Indefinite-Delivery (IDIQ) contract to manufacturer the Advanced Concept Ejection Seat II (ACES II) Emergency Ejection Seats for the F-16 Acft: (1) ACES II Forward (Fwd) Seats with On-Board Oxygen Generating System (OBOGS), Universal Water Activated Release System (UWARS), Lap Belts and Canopy Link Assembly, NSN 1680-01-458-2436MH, P/N J114716-523; and (2) ACES II AFT Seats with OBOGS, UWARS, Lap Belts and Canopy Link Assembly, NSN 1680-01-480-9381MH, P/N J114716-525. Complete drawing package is not available. This is a 100% FMS requirement. Best estimated quantity over a four year period is 135 each ACES II emergency ejection seats. Quantities are subject to change. Therefore, the Government is seeking interested firms to furnish the following information: (1) Company name, address, point of contact, telephone number and e-mail address. (2) Business size (if 8(a) provides proof of certification, etc) under North American Industry Classification System (NAICS) 336413. (3) Under which NAICS does your company usually provide supplies identified above? Please include the rational for your answer. (4) Which of the following would you see as your role in the performance of this potential requirement? (a) Prime Contractor; (b) Subcontractor; or (c) Other, and please describe. (5) Type of contract will be Firm-fixed price (FFP). (6) Provide no more than three (3) references for no more than three (3) of the most recent and relevant contracts performed within the last three (3) years. Include name, address, telephone number and e-mail address of references. Also, provide a brief description of the work performed, contract number, total contract value and period of performance. Contracts must be the same or similar to this requirement. (7) Please comment and make recommendations of the optimum length of the total contract performance period based on your experience with contracts of this nature. The Government requests that interested offerors submit a letter not exceeding four (4) one-sided 8.5 x 11 inch pages; with the font no smaller than 10 point about the offeror's capabilities, delivery capability, business size standards, and applicable NAICS codes. Please submit information no later than 4:00p.m, CST to the Contracting Officer identified herein.
