- The USDA-ARS, SJVASC, Parlier, CA has a sole source requirement for temporary IT services being awarded to Valley Network Solutions. Services wiill consist of; 1.0 INTRODUCTION Identification and Address USDA ARS PWA San Joaquin Valley Agricultural Sciences Center (SJVASC) 9611 S Riverbend Ave Parlier, CA 93648 Primary Contact Denice Chambers Administrative Officer 559 596-2960 denice.chambers@ars.usda.gov Project Background and Objectives The SJVASC requires a temporary contract for IT support to include Novell network servers, computer workstations (PCs and Macs), printers, portable computers, and other miscellaneous IT equipment. The SJVASC's Novell network consists of Microsoft Windows XP, 2000, WIN 98 and Apple OSX-based workstations with approximately 130 users. Installation, maintenance and support shall be required for approximately ~130 workstations, ~100 printers, and ~80 peripheral and IT related pieces of equipment to include CD ROM, controllers, antennas, Ethernet cards, hubs, modems, monitors, keyboards, print servers, plotters, CD RDR/Writers, scanners, and zip drives. This Statement Of Work (SOW) requires the performance of services to analyze, implement, evaluate, document, integrate and provide support to the end-users and LAN. Hardware Workstations: PC Models, Macintosh OSX Models Software and Functions: Operating Systems: Windows XP, Windows 2000, Windows 98, Apple OSX Software Products: Office XP, Microsoft Outlook, SecuRemote, Novell, AntiVirus, Patchlink, Spysweeper Enterprise. Networking Networking is a horizontal system using private IP addresses with DNS provided from USDA. The network will be reworked in the near future to private addressing. Performance Certification by the Government of satisfactory services provided is contingent upon the contractor performing in accordance with the terms and conditions of the referenced contract, this SOW, the approved task proposal, any associated work orders, and all amendments. 2.0 REQUIREMENTS Technical Task Descriptions SJVASC daily operations rely heavily on a wide variety of applications with Microsoft Office as our primary suite. We require a contractor with demonstrated technical expertise and hands on skills in deploying and maintaining Novell networks, Microsoft operating systems, and Microsoft Office, but also with the ability to problem solve a variety of other packages including some DOS based applications and Apple OSX The contractor must be able to provide consulting services that include configuration, implementation, and repair of information technology systems involving desktops, laptop computers, printers, and handheld systems. The contractor shall accomplish IT related activities for the SJVASC under the direction of the Administrative Officer and on occasion, the PWA IT Manager. Scheduled Routine and Emergency Maintenance & Support Services: The contractor shall be capable of providing regular ongoing maintenance, support, upgrade, repair, problem resolution, and recovery services during regular or scheduled work hours as defined by the Administrative Officer and PWA IT Manager. The contractor must be able to provide qualified support as needed to assist the on-site contractor if the expertise is not available. 3.0 Qualifications System level expert in Netware, CNE required - CNE in NetWare 6.5 preferred, system level expert in Microsoft Exchange 2000 or higher (preferred - not required). Thorough working knowledge of Windows and OS workstation issues, especially printing and file system access to a Novell file server system. Thorough working knowledge of Microsoft Office with emphasis on Microsoft Outlook. Support available one regularly schedule day per week with additional assistance within 24hours of notification. 4.0 Deliverables Services will be requested weekly through contact between the AO and the local IT contractor. Hours of work will be Tuesday and Thursday from 9:00 a.m. - 2:00 p.m. or on an as needed basis. On-line work orders will be submitted by employees of the SJVASC. The contractor shall be responsible for delivering all end items specified. 5.0 Criteria for Acceptance The contractor shall be responsible for providing a detailed list of all hours of work specified on a Services Order to the AO or their representative at the end of the workday. These hours shall match the Invoices provided monthly by the contractor. All end items specified in the Service Orders as well as the Invoices themselves will be provided in a timely manner. All deliverables must meet professional standards and the requirements set forth in the contract. Specific acceptance criteria shall be included in individual Service Orders for individual purchases. 6.0 Physical Demands Occasional physical activity shall be required of contractor personnel, including walking, climbing stairs, bending, stooping and lifting up to 50 pounds, and adjusting the location of installed equipment. Clearances United States Citizenship is required. Based upon OPNAVINST 5510.1H, a contractor employee who supports the network requirements has an ADP-II level of responsibility and must possess a final NACI (National Agency Check with Inquiries) prior to providing IT services to the SJVASC. No SJVASC employment related materials in finished, preliminary or working draft form may be removed or electronically transmitted from TFRL; discussed at public forums; or shared with individuals who have no need to know without prior approval from the Administrative Officer, Center Director, or Area Office IT Management Personnel or other designated approving authority. Privacy Act Work on this contract requires that contractors have access to Privacy Information. Contractors and their employees shall adhere to the Privacy Act, Title 5 of the U.S. Code, section 552a and applicable agency rules and regulations. Facilities, Supplies and Services SJVASC will provide office space, furniture, telephones, computer resources, office supplies, and document reproduction as needed to support this task. SJVASC will also provide briefings on the technical aspects of the tasks. Technical references, operating manuals, user manuals, and data entry instructions are available at the place of performance. 4.0 ADMINISTRATIVE CONSIDERATIONS USDA Representative Denice Chambers Administrative Officer 9611 S Riverbend Ave Parlier, CA 93648 559 596-2960 Place of Performance All work will be performed on site at 9611 S Riverbend Ave, Parlier, CA with occasional Conference Support to the Area Office in Albany, CA. Hours of Work Work schedule will be Tuesday and Thursday five hours per day or as needed. Work is to be performed during SJVASC's normal working hours. The work period is flexible and may be modified to meet the contractor's or Locations requirements with the approval of the Administrative Officer/Contractor. Period of Performance The desired period of performance shall be for a block of 150 hours. It is the responsibility of the contractor to notify the AO within 30 business days of funds being exhausted. This contract may be terminated by either party upon 30-day written notification Privacy and Security All contractors are required to wear badges and be identifiable at all times. Personal Services This task order is not being used to procure personal services prohibited by the Federal Acquisition Regulation (FAR) Part 37.104 titled "Personal services contract". 5.0 508 SECTION "All Electronic and Information Technology (EIT) procured through this contract must meet the applicable accessibility standards at 36CFR 1194, unless an agency exception to this requirement exists.mm36CFR 1194 implements Section 508 of the Rehabilitation Act of 1973, as amended, and is viewable at http://accessboard.gov/sec508/508standards.htm
