Description
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number SB1341-08-RQ-0235 is issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-25. *** The associated North American Industrial Classification System (NAICS) code for this procurement is 811219 with a small business size standard of 500 employees. However this requirement is unrestricted and all interested Contractors may submit a quote. *** ***The National Institute of Standards and Technology (NIST) has a requirement for an On-Site Service Maintenance Agreement for Six (6) Fusion UV VPS/1600 Lights used by the Polymeric Materials Group of the Materials and Construction Research Division of the Building and Fire Research Laboratory at NIST, Gaithersburg, MD. ** Background The Polymeric Materials Group of the Materials and Construction Research Division of the Building and Fire Research Laboratory conducts research on the durability and service life of polymeric materials. In order to obtain data that is high enough in quality to incorporate into mathematical models, specimens are exposed in accelerated laboratory testing. A critical component of this testing is the NIST SPHERE that incorporates Fusion UV lights as the light source. ***All interested Offerors shall provide a quote for the following line item(s): Line Item 0001: Quantity One (1) Lot, BASE PERIOD OF PERFORMANCE: June 1, 2008 – May 31, 2009 On-site service maintenance agreement for six (6) Fusion UV VPS/1600 Lights to include the following: (1) Fusion UV System, Model DRR-I600, SN: SC61229DRR w/ (1) row of (6) dichroic reflectors located at NIST Gaithersburg, MD campus in Bldg. 226 Rms. B349-B345; includes: - Three (3) visits to the customer site to evaluate and service equipment. - a "no charge" visit in the event of a line down situation - Replacement if all consumable parts (Magnetrons, Bulbs, and Dichroic Reflectors) - - --- TWICE during contract year - Evaluate overall system condition - Verify operating voltages and operation of interlocks and air pressures - Measure test point and A/D readings - Clean and inspect lamp cavity - Perform "minor" repairs as needed - Provide operator training and "basic" maintenance training - One "free" service visit or a "loaner" system in the event of a lone down situation - Exchange all RF detectors once during each year of the contract -All units under contract will be considered under warranty for the duration of the contract PERFORMANCE STANDARD: A. The Fusion VPS/I600 UV System shall function according to manufacturer's specifications and applicable controlling standards at all times during the maintenance period, unless maintenance or repairs are being provided. B. Response time shall not exceed 1 hour for telephone support and 48 hour response time for on-site support. C. Field service reporting shall be applicable for documenting any on-site visits for maintenance/repair; each report shall include: name of service engineer, date of service, description of service required, description of service performed (including parts and labor), time log, and listing of expenses and charges (covered by the standard performance-based customer service maintenance agreement) ACCEPTABLE QUALITY LEVEL: A. Functional Fusion VPS/I600 UV System performing during the service period in accordance with generally accepted standards prevailing in the instrument maintenance/repair industry applicable with downtime not to exceed 5% per year. B. Adequate response times not to exceed those stipulated under the above performance standard C. A properly completed field service report submitted to the N.I.S.T. monitor immediately after any maintenance/repair has been performed QUALITY CONTROL PLAN: All remedial repair and planned maintenance service provided shall be performed efficiently and effectively by factory-trained and certified engineers according to contractor's established periodic maintenance procedures for the equipment as recorded in the instrument field service manual, to ensure optimal performance of the instrument, and help maintain maximum uptime. A properly documented field service report shall be presented to NIST monitor or designated representative upon completion of each service call visit. MONITORING METHOD: The NIST Technical Information Contact will be the designated government representative monitoring the level of service and response times provided during the term of this maintenance agreement AT NO TIME IS THE CONTRACTOR TO REMOVE ANY EQUIPMENT FROM THE NATIONAL INSTITUTE OF STANDARDS AND TECHNOLOGY FACILITY WITHOUT THE WRITTEN AUTHORIZATION OF A GOVERNMENT REPRESENTATIVE. ALL COMPANY REPRESENTATIVES MUST CHECK WITH THE NIST TECHNICAL INFORMATION CONTACT BEFORE SERVICING ANY EQUIPMENT. OPTION LINE ITEMS: The following items are option line items. The contractor shall provide pricing for these items. Award of option line items is solely at the discretion of the Government. OPTION LINE ITEM 0002: Option Year 1 PERIOD OF PERFORMANCE: June 1, 2009 – May 31, 2010 On-site service maintenance agreement for six (6) Fusion UV VPS/1600 Lights to include the following: (1) Fusion UV System, Model DRR-I600, SN: SC61229DRR w/ (1) row of (6) dichroic reflectors located at NIST Gaithersburg, MD campus in Bldg. 226 Rms. B349-B345; includes: - Three (3) visits to the customer site to evaluate and service equipment. - a "no charge" visit in the event of a line down situation - Replacement if all consumable parts (Magnetrons, Bulbs, and Dichroic Reflectors) - - --- TWICE during contract year - Evaluate overall system condition - Verify operating voltages and operation of interlocks and air pressures - Measure test point and A/D readings - Clean and inspect lamp cavity - Perform "minor" repairs as needed - Provide operator training and "basic" maintenance training - One "free" service visit or a "loaner" system in the event of a lone down situation - Exchange all RF detectors once during each year of the contract -All units under contract will be considered under warranty for the duration of the contract ****The Government will evaluate information based on the following evaluation criteria: 1) Technical Capability factor "Meeting or Exceeding the Requirement," 2) Past Performance, 3) Previous Experience, and 4) Price. Technical Capability, Past Performance, and Previous Experience, when combined, are more important than Price. ****Past Performance will be evaluated to determine the overall quality of the product and service, provided by the Contractor. Evaluation of Past Performance shall be based on the references provided IAW FAR 52.212-1(b)(10) and/ or information provided by NIST or its’ affiliates. Offerors shall provide a list of at least three (3) references to whom the same or similar services have been sold. The list of references shall include, at a minimum: The name of the reference contact person and the company or organization; the telephone number of the reference contact person; the contract or grant number; the amount of the contract and the address and the telephone number of the Contracting Officer if applicable; and the date of delivery or the date services were completed. ***Past Experience shall be evaluated to determine the extent of the Contractor's experience in providing similar service. Evaluation of past experience may be based on contacts used for past performance; however, the vendor should provide additional references relating to its past experience information, if necessary. To allow assessment, each quote must include appropriate documentation. This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. If the option years are exercised, the period of performance shall be extended through the end of the last year.
