Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W911QX-08-T-0108. This acquisition is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-24. The following is a list of contract line item number(s) and items, quantities and units of measure, (including option(s), if applicable): CLIN 0001 X-RAY DEFRACTION SYSTEM 9. The provision at FAR 52.212-2, Evaluation - Commercial Items is applicable to this acquisition. The specific evaluation criteria to be included in paragraph (a) of that provision are as follows: The following factors shall be used to evaluate offers: 1) The technical capability of the proposed item to meet the description of requirements listed below (a through t), 2) Past Performance All offerors are to provide a documented history of providing similar systems. Submit the company name and provide a point of contact and telephone number, and 3) total price. Technical and past performance, when combined, are more important than price. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. CAUTION TO OFFERORS: The purchasing activity is not responsible for locating or securing any supporting information. Accordingly, to ensure that sufficient information is available, the offeror must furnish as part of its proposal all descriptive material (such as cuts, illustrations, drawings, or other information) necessary for the purchasing activity (i) to determine whether the product offered meets the specifications of the RFQ; (ii) to establish exactly what the offeror proposes to furnish and what the Government would be binding itself to purchase by making an award, and (iii) to evaluate the proposal in accordance with the evaluation criteria. The information furnished may include specific references to information previously furnished or to information otherwise available to the purchasing activity. Description of requirements: a. Radiation Enclosure Fully interlocked, with at least one (1) lead acrylic access door; other doors must provide easy access for maintenance or reconfiguration; must conform to all local, state, and federal x-ray radiation safety requirements as well as the German Vollschutz radiation standard; the radiation level outside the enclosure must be below 1 Mu Sv/h at a distance of 10 cm; a key lock must be present to prevent unauthorized use of the system. b. X-ray Generator Remote computer controlled, solid state, high stability, minimum 3 kW output; must have x-ray tube recognition and lifetime monitoring. c. X-ray Tube and Tube Tower Ceramic insulator, copper anode, long fine focal spot, with a minimum of two exit ports and a minimum 60 kV, 1.8 kW power rating; must have the ability to rotate between spot and line focus without disconnecting water lines or requiring optical alignment; the x-ray tube must have at least a two-year non-prorated warranty; the tube tower must have a shutter mechanism with fail-safe interlocks. d. Goniometer Vertical, theta-theta, with independent theta positioning; 0 degrees to 167 degrees two-theta measuring range; variable goniometer radius; minimum step size of 0.001 degrees, with a reproducibility of at least 0.001 degrees. e. Incident Beam Optics Pre-aligned, fast interchange modules; the interchange must not necessitate realignment of the goniometer or optic module. e.1. Divergence Slit Module Programmable; the assembly must have a fixed-slit mode with software controlled settings of 1/32 degrees, 1/16 degrees, 1/8 degrees, 1/4 degrees, 1/2 degrees, 1 degrees, 2 degrees, and 4 degrees and a continuously variable mode with software controlled sample irradiation settings from 0.5 mm to 20 mm in 0.5 mm increments; the module must have a slot to allow for a beta filter to be placed on the incident beam side. e.2. Soller Slits 0.04 radians; must be interchangeable in the programmable divergence slit and fixed divergence slit optic modules. f. X-ray Lens Poly-capillary-type optics; must collimate the x-ray beam to a diameter of 8 mm with a divergence of 0.3 degrees. g. Diffracted Beam Optics Pre-aligned, fast interchange modules; the interchange must not necessitate realignment of the goniometer or optic module. g.1. Anti-Scatter Slit Module Programmable; the assembly must have a fixed-slit mode with software controlled settings of 1/32 degrees, 1/16 degrees, 1/8 degrees, 1/4 degrees, 1/2 degrees, 1 degrees, 2 degrees, and 4 degrees and a continuously variable mode with software controlled sample irradiation settings from 0.5 mm to 20 mm in 0.5 mm increments. g.2. Soller Slits (for powder diffraction) 0.04 radians; must be interchangeable in the programmable receiving slit and parallel plate collimator optics modules. g.3. Parallel Plate Collimator (for residual stress and texture analysis) Must limit the divergence of the diffracted x-ray beam to 0.18 degrees. h. Detector Solid state, maintenance free (no cooling or counting gases); must provide high speed, high resolution data collection and allow for linear and point detection; must be suitable for kinetic and non-ambient applications; dismounting / remounting must not necessitate goniometer realignment. i. Multi-Purpose Sample Stage Must provide manual translation (100 mm in the Z direction), rotation (360 degrees), and tilting (6 degrees) of bulk samples with a maximum sample mass of 1 kg and dimensions of 100 mm x 100 mm x 100 mm; height adjustment must be made using a dial indicator with an accuracy of 15 microns. j. Sample Spinner Software controlled spin rate; must place the sample holder precisely in the diffraction plane and not be susceptible to wobble as the sample spins. k. Sample Changer Removable 15 position sample magazine; must work in conjunction with sample spinner; must be movable to enable the exchange of sample stages; removal and repositioning of the sample changer must occur without the need for alignment of the changer, optics, sample stage, or goniometer. l. Eulerian Cradle Open type, with a sample rotation range from 0 degrees to 360 degrees, a tilt range from -5 degrees to +95 degrees, and a manual Z-direction translation range from 0 to 12 mm; must accommodate samples measuring up to 100 mm in diameter and 25 mm in height and with a maximum mass of 150 g; must include a variety of sample mounting platforms. m. Computer System Dell Pentium IV, with a minimum processing speed of 2.2 GHz and a minimum 256 Mb internal memory; CD-ROM drive; Windows XP Operating System, with SP2; 19 Flat Panel Display; HP Color InkJet printer. n. Software Package Windows XP compatible; must be standard commercial products; must be written and provided by the instrument supplier in order to maximize long term support and enhancement in future versions; must be compatible with potential hardware upgrades to the specific instrument purchased; must be licensed for installation on five computers; must contain routines to perform the following functions: data collection (including batch scripting for automation of data collection, data analysis, and report generation), phase identification (must occur by means of a combined profile matching and peak matching algorithm), graphics, profile fitting (including a routine for the deconvolution of severely overlapped reflections into single reflections), crystallographic analysis (for indexing and lattice cell refinement and including the Rietveld method for quantitative phase analysis, crystallite size and micro strain determination, percent crystallinity determination, and powder pattern simulation), residual stress analysis (including multiple peak position determination methods and an elastic constants database), texture analysis (including ODF calculations and 1D, 2D, 2.5D, and 3D visualizations), and line profile analysis (with either single line methods or Warren-Averbach); must support user and/or International Centre for Diffraction Data (ICDD) reference databases; must be capable of performing all listed functions on archived (circa 1989 to present) x-ray diffractometer data. o. ICDD Reference Database Windows XP compatible; PDF-2 Release 2007 (or most current release) new user, single-site, non-expiring license, with retrieval and viewing support software DDView 2007 (or most current release); must be functional with all routines in the instrument supplier software package. p. Training Four (4) days total on-site for a maximum of five (5) operators to be performed after installation and to be separate from any operations training by the installation or customer support engineer(s); travel and living expenses to be included; three-five (3-5) days off-site for two (2) operators at instrument supplier training facility to be completed within one (1) year of installation. q. Support Service must be performed by a factory trained customer support engineer of the instrument supplier and not an outside contractor; the engineer must have the ability to rapidly troubleshoot and solve service related problems; the supplier shall have sufficient engineers available to provide prompt response. r. Warranty One year for all items delivered as part of the system except where otherwise stated (see c.); it must cover all parts, labor, travel, and living expenses; the instrument supplier must warrant that parts for the system will be available for a period of ten years, with the ten (10)-year period beginning upon the manufacture of the last system of the purchased model. s. Installation Must be performed by a factory trained installation or customer support engineer; a pre-installation manual must be provided to assist the purchaser in the planning of the installation. t. Expandability The diffractometer system must be of an open design to allow for the expansion of capabilities through the addition of hardware upgrades such as non-ambient sample chambers and microdiffraction and reflectivity stages. 10. The provision at 52.212-1, Instructions to Offerors - Commercial, applies to this acquisition. The following addenda have been attached to this provision: None 11. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, and DFARS 252.212-7000, Offeror Representations and Certifications -Commercial Items, with its offer. The clause at 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition. The following addenda have been attached to this clause: None. The clause at 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items, applies to this acquisition.
