- The United States Government, represented by the United States Agency for International Development (USAID), intends to issue a solicitation for proposals for design/build services to rehabilitate the Darunta Dam Hydroelectric Power Plant in Afghanistan. The power plant was constructed by Soviet Union (USSR) companies in the early 1960 and contains three vertical Kaplan (6 blade propeller) units with rated output of 3.85 MW each. The total electric power capacity is 11.5 MW. The plant is currently in very poor condition and requires major rehabilitation including possible replacement of all three turbines. The order of magnitude for the work anticipated by this solicitation is between US$ 5,000,000 and US$ 10,000,000. USAID intends to issue this solicitation with a performance based Statement of Objectives (SOO) rather than detailed specifications. USAID will advise proposers of project objectives and desired outcomes but will not specify exact equipment requirements or rehabilitation methods. Proposers will have the opportunity to propose innovative, cost effective solutions for the rehabilitation of the power plant. This solicitation will be accomplished using full and open competition and all interested parties are invited to propose. USAID intends to provide the maximum flexibility to each offeror to propose an innovative approach. USAID will issue a Request for Proposals (RFP). It is anticipated that the RFP will be issued in the first week of May 2008. USAID is considering conducting a per-solicitation meeting in Darunta Power Plant Site, Jalalabad-Afghanistan and requests statements of interest from prospective offerors that would like to participate in such a meeting. The pre-solicitation meeting is scheduled for 12-May-2008. During the pre-solicitation meeting, the followings will be accomplished: • An overview presentation of the project will be given and an opportunity to discuss the project will be extended to prospective offerors. • USAID will provide a presentation on Performance Based Contracting and the purpose of a Statement of Objectives (SOO). • Potential offerors will be provided guidance on the procedures for offering proposals on USAID contracts. • Potential offerors will be provided with a draft RFP for review and comment (the draft RFP would be simultaneously posted at FedBizOpps). • USAID would receive questions, comments and suggestions from potential offerors and use this information in the development of the final RFP. The pre-solicitation meeting would be conducted in both local and English languages and would probably last four hours. Potential offerors who have an interest in attending such a meeting should immediately advise USAID’s point-of-contact and provide the names of only two participants. If there is sufficient interest from potential offerors, pre-solicitation meeting arrangements will be made and participants will be provided meeting details as far in advance of the meeting as possible. USAID especially encourages Afghan and/or regional contractors to consider this business opportunity.
