Box 7097, Aiken, SC, 29804-7097, UNITED STATES Description The MOX Fuel Fabrication Facility (MFFF) will produce completed Mixed Oxide (MOX) fuel assemblies for use in domestic, commercial nuclear power reactors. Feed material is uranium dioxide and surplus plutonium dioxide. The manufacturing area is the MOX Fuel Fabrication Building (BMF). It is a multi-functional complex containing all of the plutonium handling, fuel processing, and fuel fabrication operations of the MFFF. This building includes the Aqueous Polishing Area, the MOX Processing Area, and the Shipping and Receiving Area. This Expression of Interest (EOI) is for Operation of the Concrete Batch Plants. We are seeking subcontractors / suppliers who are interested in responding to a Request for Proposal (RFP) for operating two existing onsite concrete batch plants including procuring and testing all the raw material constituents. The MFFF design will be licensed by the Nuclear Regulatory Commission (NRC), ensuring compliance with the most stringent design standards. The NRC's regulations are found in Chapter I of Title 10, "Energy," of the Code of Federal Regulations (CFR). 10 CFR 50 - Appendix B: Quality Assurance Criteria for Nuclear Power Plants and Fuel Reprocessing Plants, and will be applicable to this subcontract. All work will be performed under the MOX Services Quality Assurance/Quality Control (QA/QC) program. All QC inspections and Nondestructive Examination (NDE) will be performed by MOX Services. Most of the concrete produced will be Quality Level 1. Firms that wish to submit proposals must have a Quality Assurance Program that meets the requirements of American Society of Mechanical Engineers, NQA-1 – 1994, 1995 addendum Quality Assurance Program Requirements for Nuclear Facilities Part I Basic and Supplemental requirements & Part II, and should be able to demonstrate their ability and experience performing this type of installation in a stringent QA/QC environment. The Subcontractor must also have prior experience working under the requirements of an NQA-1 contract at a government owned site. Subcontractors working on site will be required to have procedures in place to control the work and provide training for their personnel in these procedures. In addition the Subcontractors will have to work to a number of MOX Services Project and Safety Procedures, and provide training to their personnel on these procedures. The MOX Services procedures require the control of work by work packages which are approved by MOX Services. These procedures and the MOX Services Quality Assurance Plan will be provided with the RFP. This Scope of Work is estimated to be in excess of $10M. This Scope of Work is estimated to produce the following quantities of Concrete •FY 09 - 45,736CY •FY 10 - 34,806CY •FY 11 - 24,786CY •FY 12 - 15,942CY •FY 13 - 7,580CY •TOTAL -128,850CY (FY = Fiscal Year, FY 09 is 01Oct08 – 30Sep09) This will be an Indefinite Delivery / Indefinite Quantity Subcontract with the Subcontractor’s Proposals being submitted on a firm fixed price / fixed unit price basis. The RFP is scheduled for the 3rd quarter FY 2008. Proposals and Award will be due during the 3rd quarter FY 2008. Physical site work will begin in 4th quarter FY2008 and completion in the FY 2011. The Subcontractor will be required to certify as part of their proposal package that they can mobilize quickly with a fully compliant program. General Statement of Work •The Subcontractor will supply labor, equipment, and materials (except for the equipment that will be supplied by MOX Services. Work includes: oOperating a Dual Concrete Plant Facility oProcuring all raw materials for concrete production •Equipment, Materials, or Services Furnished by Subcontractor The Subcontractor will provide personnel for Batch Plant operations, perform Batch Plant maintenance, erect temporary facilities, procure and utilize concrete testing equipment, procure and install spare parts, provide a back up power source, provide a standby water source, provide temporary sanitary facilities, provide admixture containers including system enclosure and transport system, provide and maintain an ice system for hot weather concrete production and install and maintain miscellaneous steel structures and platforms. The Subcontractor shall obtain the services of a qualified independent test lab other than the one used by MOX Services for testing of the raw material constituents, certification / re-certification of the Batch Plant and its components, as required, and trial batching for mix designs. •MOX Services will provide the following MOX Services will provide two concrete batch plants, electrical utility bill costs (service water, domestic water, telephone and electrical), sampling and testing of the concrete at the point of discharge, dumpster for garbage collection, and limited office space / equipment for concrete supplier non manual personnel. Period of Performance - Two years with three one year options.
