- The United States Army Communications Electronics Life Cycle Management Command (CECOM LCMC), as required by the Product Manager Forward Looking Infrared (PM FLIR), intends to solicit proposals, on a full and open best value competitive basis, for a System and Development and Demonstration (SDD) program to design, develop, fabricate, and qualify a Third Generation Forward Looking Infrared Engine (3GF-E). This effort is to meet the requirements of Performance Specification MIL-PRF-A3315460, including classified Appendix A; Interface Control Document (ICD) A3315461; and Drawings 80063-A3315458, 80063-A3315459, and 80063-A3315462. Any potential offerors are hereby advised that this program and associated documentation has been designated as Militarily Critical Technical Data under MCTL-11-71 Lasers, Optics and Sensors Technology, and only businesses that have been certified by the Department of Defense, United States/Canada Joint Certification Office, and have a valid requirement may have a copy of the solicitation document. All requests for copies of the solicitation document must include a certified copy of DD Form 2345, Militarily Critical Technical Data Agreement. This synopsis is a follow up to the Request for Information and Market Research posted March 27, 2007 in FedBisOpps. The Government anticipates the award of a Cost-Plus-Incentive-Fee (CPIF) type contract. The proposed period of performance of this effort will be approximately 36 months from the date of award. Any resultant contract will also contain two options for additional Government requirements. To be eligible to bid, potential offerors must be compliant with DoD Distribution D restrictions and be cleared to receive, generate, and store classified information and data up to the SECRET level. This proposed acquisition falls under the International Traffic in Arms Regulation (ITAR) as listed in the US Munitions List 22 CFR 121, and requires issuance of export licenses. The Government intends to apply for an ITAR exemption in accordance with 22 CFR 125.4(c) in order to allow eligible foreign interests access to unclassified military critical information. If an eligible foreign interest desires to access classified information, then the foreign interest has the responsibility to apply for an export/import license for the classified information pertaining to this procurement. This procedure is apparent in 22 CFR 125.3. The military critical information will be in a compartmentalized area set specifically for this acquisition on the CECOM Life Cycle Management Command Interactive Business Opportunities Page (IBOP) website, as part of the Army Single Face to Industry (AFSI) to allow electronic transmittal of solicitations and proposals. All requests for access to this compartmentalized section of the IBOP will be made in writing to Contract Specialist Brian Solano, Brian.solano@us.army.mil. Solicitation W15P7T-08-R-M207 has been assigned to this proposed acquisition. As mentioned above, the U.S. Army C-E LCMC has established the Interactive Business Opportunities Page (IBOP) website. Instructions for the IBOP: website: https://abop.monmouth.army.mil/. After clicking on the link, on the drop down menu labeled Army Pre-Award, select CECOM-2008. Once highlighted, click Go. Next, you will be required to log on. If a username/password has not been obtained, please follow the directions below. Next, input the above RFP number into the Search box, and click on Search. After the RFP number is found, click on the highlighted RFP number; you will then be entered into the Solicitation folder. Lastly, download the files displayed at the bottom. Registration for a User ID and Password is available under USER SERVICES, USER REGISTRATION, in the center of the screen. Proposals in response to the formal RFP will not be acknowledged or accepted if received through email. The publicizing and response time for this procurement falls under the authority of FAR Part 5.203(e). The formal solicitation will be posted on or about 20 May 2008 on the IBOP.
