- USACE, Engineer Research and Development Center (ERDC) intend to solicit on a sole source basis under the authority of FAR 6.302-1 to Kinemetrics, Inc., Pasadena, CA, a total of six (6) digital strong motion earthquake recorders for immediate installation in the South Central US. These instruments must be manufactured by a well-established company. These instruments must have undergone extensive testing and practical field evaluation in a government sponsored earthquake engineering program. The specific performance specifications will meet or exceed those set forth below. ACCELEROMETER Tri-axial force balance type internal or external mounting Range: User selectable from + 0.25g to + 4g Bandwidth: DC to 200 Hz Dynamic Range: 155 dB+ Non-linearity: less than 0.1% FSO Hysterias: less than 0.1% FSO Cross-axis Sensitivity: less than 1% Calibration: Active calibration coil DATA ACQUISITION Number of channels: 3 primary, with optional 4th Channel Dynamic range: 108dB at 200 samples per second (SPS) Resolution: 24-bit resolution at 200 SPS Sample rates: Software selectable 100, 200, 250 SPS Frequency Response: DC 80 Hz at 200 SPS Noise: less than 8 micro-volts RMS Input range: -2.5 to +2.5 volts Sampling: Simultaneous sample and hold (no skew) Filter: FIR filter, cut-off at 0.8 Nyquist, 120dB down Trigger: Independent channel thresholds Trigger Bandwidth IIR band pass.1 to 12.5 Hz Event memory: 10 seconds pre-trigger, 3600 seconds post-trigger, selectable in 1-second increments. I/O Features: Clock sync - 1 pps out, trigger in/out, alarm out, real time digital output (Tx & Rx), external 12V DC out, and Relay Alarm thresholds:.01 to 100% full-scale output (FSO) SYSTEM Simultaneous acquisition and interrogations required 2 - PCMCIA storage slots 1 32 MB PCMCIA memory card 1 - PCMCIA modem card option Recording Capacity: Minimum of 256 Minutes of 24-bit data on 3 channels at 200 Hz. File Format: DOS or MS Windows Timing: Free running disciplined oscillator 5 microsecond of UTC. Controls: User interface to set sample rate, filter, trigger type and voltage. Interface: Interface for data retrieval and control via RS-232 or FTP via internal Modem Diagnostics: Auto diagnostics and auto alert features required to notify in the event of major system malfunctions such as RAM, power, temperature, code or timing errors. Power: Minimum of 36 hours continuous operation Consumption NTE 110 mA in active mode Rechargeable 12V gel cell battery, 6.5 Amp hour rating. PHYSICAL Housing: Reinforced Lexan or equivalent strength material, EMI/RFI Shielded External Military Style threaded connections for Inputs, Trigger, Charging, Antenna, etc. Adjustable leveling feet required. Size: NTE 12W x 15L x 8H Weight: NTE 25 lbs. ENVIRONMENTAL Operating Temperature range: -20C to 70C Humidity: 0 100% RH SOFTWARE Window based control and retrieval software (via RS-232 or Modem) included Windows based data review and plotting software included ASCII Conversion Software included File formats compatible with Kinemetrics SMA analysis software. DELIVERY These instruments will be shipped to Vicksburg within 60 days of receipt of order. This procurement is being conducted under Simplified Acquisition Procedures (SAP) only one responsible source and no other supplies will satisfy agency requirements. Kinemetrics, Inc., is the only known source capable of meeting the Governments requirement. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications in writing to the identified point of contact not later than 2:00 CST, NLT May 9, 2008. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFQ will be issued based upon this Notice of Intent.
