Description
The Virginia Contracting Activity (VaCA), on behalf of the Defense Intelligence Agency (DIA), intends to award a Indefinite Delivery Indefinite Quantity (IDIQ); type contract for Senior Engineering Technical Advisors (SETA) contract support to provide consistent senior-level information technology support across the Department of Defense Intelligence Information System (DoDIIS) enterprise. The following three support areas have been set-aside for small business: Enterprise Capability Innovations Support, Enterprise Operations and Maintenance and Conferences Coordination and Support. These areas have also been identified in the Statement of Objectives; Large businesses are precluded from submitting proposals for these areas. Small businesses may submit proposals for the entire SOO requirement or the three areas set-aside for small businesses. Contractors are advised that this may result in two separate awards.The scope of work and support includes activities that span the Information Management/Information Technology lifecycle. Presently they include: enterprise, portfolio, and program management; innovative thought leadership; senior engineering and technical assistance for design, prototype, development, systems assurance and certification, testing, integration, and deployment; operations and maintenance or replacement, and conference coordination and support. The Contractor Support Team (CST) will provide liaison, coordination, and support functions within and across Combatant Commands, J2s, partner Agencies, and Regional Service Centers (RSC) to ensure all within the DoDIIS Enterprise are sufficiently and consistently represented. These efforts will require a mixture of labor categories to fulfill the government?s requirements. As DoDIIS mission needs and requirements evolve and change, the government may require additional labor categories to meet the needs of the DoDIIS mission. A Top Secret Facility Clearance is required, in addition to providing qualified personnel that posse Top Secret/Sensitive Compartmented Information (TS/SCI) clearance. This effort involves support to a Directorate at the strategic level. Contractors will be involved in the development and execution of plans and strategies that directly impact on going contracts and future acquisitions.
