- THIS IS A REQUEST FOR INFORMATION/SOURCES SOUGHT ONLY. AS OF THE DATE OF THIS ANNOUNCEMENT THERE IS NO SOLICITATION PACKAGE AVAILABLE. This Request for Information/Sources Sought (RFI) is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. The Government WILL NOT PAY for any information received in response to this request for information nor will the Government compensate the respondent for any cost incurred in developing the information for the Government. Any request for copies of solicitations will not be addressed since this is a request for information, not a request for proposal. It is requested that information in response to this RFI be submitted NO LATER THAN May 21, 2008 to Mr. Michael R. Sommeling, Independence National Park, 143 S. 3rd Street, Philadelphia, PA 19106 or by email at michael_sommeling@nps.gov. Not responding to this RFI does not preclude participation in any future RFP. Any comments provided may or may not be included in a formal solicitation. The Government will not release any information marked with a proprietary legend received in response to this RFI to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Respondents may provide information on any currently available product that meets the National Park Service's requirements. Independence National Park is requesting information pertaining to the services and/or materials required to re-roof and make exterior repairs to 311-313 and 315-317 Walnut Street as follows: (1) replacement of wood shake roofing; (2) replacement of wood shake siding; (3) replacement and painting of metal downspouts; (4) replacement of roof flashing, valleys, and pole gutters; (5) re-pointing of brick masonry; (6) repairing and repainting of exterior wood trim; (7) re-putty and repainting of wood windows; and (8) the installation of scaffolding. NOTE: Existing paint on downspouts, windows, and exterior wood trim contains lead with which specified safety precautions must be taken. 311-313 and 315-317 Walnut Street are both located at Independence National Historical Park, which is on the National Register of Historic Places. 311-313 Walnut Street is a non-historic contributing Structure in the Park and is on the list of Classified Structures. 315-317 Walnut Street is a historic contributing structure in the Park and is on the list of Classified Structures. For these reasons, sources are to be advised of the following: (1) the work to be performed on these buildings shall meet the highest standards of preservation and building craftsmanship; (2) sources shall be intimately familiar with the Secretary of the Interior Standards and Guidelines for Historic Preservation Projects, as indicated in the recent amendment of the National Historic Preservation Act (1992); and (3) sources shall have experience in working on historic structures. Interested parties responding to this RFI are requested to provide commercial pamphlets, operating and construction manuals, or any other documentation that will assist Independence National Park personnel in recognizing possible sources.
