*************************************************Modification*********************************************** BIDDER'S CONFERENCE IS SCHEDULED TUESDAY, MAY 13TH, 1:00 PM MDT, DENVER FEDERAL CENTER, BUILDING 41, REMINGTON ARMS ROOM. This is an unrestricted competitive procurement for a Multiple Award Construction Contract (MACC) for commercial additions, major renovations, tenant finish, asbestos abatement, and general repair and alterations of federally owned and leased properties. Awards will be made to up to six responsible offerors whose proposals, conforming to the Request for Proposal (RFP), will be most advantageous to the Government resulting in the Best Value, price and other factors considered. The Government reserves the right to award without discussions. The North American Industry Classification System (NAICS) code is 236220 with a small business size stand of $31 million. This contract will have no pre-established fixed contract prices. Each contract will consist of a base year, extending 365 calendar days from the date of the award and four (4) additional one-year duration options to be issued at the discretion of the Contracting Officer. Combining base and option years, the potential duration for this contract is five years. The actual amount of work to be performed and the time of such performance will be determined by the Contracting Officer who will issue written task orders to the contractor. Award of task orders will be on a firm fixed price basis. Task order values will range from $2,000 up to $3,500,000. Task Orders may fall below or above this limit; however contractors are not obligated to accept such task orders under the general terms of the contract. The annual minimum (cumulative) task order amount guaranteed each contractor is $10,000. The annual maximum (cumulative) task order amount allowed each contractor is $3,500,000. The estimated maximum dollar value, including the base year and all options, for all contracts combined is $105,000,000. The work to be acquired under this solicitation is for new construction and renovation by design-build or design-bid-build of general construction at various locations within GSA Region 8. It is anticipated that the majority of the work will be performed at the primary contract area. The primary contract area is the 100 mile radius of the Colorado State Capitol Building (14th & Broadway). The secondary contract area includes the state of Colorado outside the primary contract area, the states of North Dakota, South Dakota, Montana, Utah and Wyoming. All work will be in accordance with individual task order requirements, specifications, and drawings provided with each project. All contractors receiving contract award will be required to have a permanent business office in the state of Colorado within 45 days of contract award. The selection process will be conducted in accordance with FAR Part 15.3 source selection procedures. Proposals will be evaluated on: •Past Performance •Technical Capabilities/Key Personnel •Pricing & Evaluation of a Sample Project A pre-proposal conference for this solicitation will be scheduled. The date and location will be published in the RFP. For all contractors intending to submit a proposal, conference attendance is strongly encouraged. Any documents related to this procurement will be available via the Internet only. No hard copies will be available, nor will telephone requests be accepted. Contractors are responsible for downloading their own copy of all documents pertaining to this solicitation. These documents will be available at fedbizopps.gov on or about May 7th, 2008. It is the contractor’s responsibility to monitor this site for the release of any information in special notices or solicitation amendments. Offer due date and time for receipt of proposals will be set at the time the full solicitation is posted, but will not be less than 30 calendar days from the date of posting.
