- NASA/MSFC has a requirement for analysis/assessment of the C-17 aircraft, andpre-test and post-test support for the Ares I First Stage drogue and main parachute droptests at aircraft extraction loads of 60, 70, 75, 80, 85, and 90,000 pounds to supportthe deceleration sub-system development for Ares I First Stage.NASA/MSFC intends to purchase the services from The Boeing Company. The C-17 is the onlycargo aircraft, commercial or military, capable of air dropping loads above 60,000 poundsat altitudes of 25,000 feet to meet the deceleration subsystem parachute testqualification and schedule requirements for Ares I First Stage. The C-17 was designed byBoeing to carry loads in excess of 60,000 pounds, although the Air Force does not havesupporting documentation to that effect. The Air Force requires that Boeing, the originalequipment manufacturer, perform the analysis for the C-17 due to its unique knowledge ofthe C-17 aircraft. Boeing retains proprietary information including drawings andspecifications concerning the C-17, and the information concerning the C-17 is notavailable to another contractor. The Government does not intend to acquire a commercial item using FAR Part 12.See Note26.Interested organizations may submit their capabilities and qualifications to perform theeffort in writing to the identified point of contact not later than 4:30 p.m. local timeon May 21, 2008. Such capabilities/qualifications will be evaluated solely for thepurpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and opencompetition basis, based upon responses to this notice, is solely within the discretionof the government.Oral communications are not acceptable in response to this notice.An Ombudsman has been appointed.
