Description
The U.S. Department of Energy (DOE), National Energy TechnologyLaboratory (NETL), is conducting a Market Survey to identify small businesses, small disadvantaged businesses and 8(a) certified businesses capable of providing on-site Information Technology (IT) Support for NETL. THIS IS A SOURCES SOUGHT SYNOPSIS for information and planning purposes and is not to be construed as a commitment by the Government. This is not a solicitation announcement for proposals and NO contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. The North American Industrial Classification System (NAICS) code for this effort is 541513 with a size standard of $23.0 million. For all portions of the work defined in the support areas below that are encompassed by the Software Engineering Institute (SEI) Capability Maturity Model Integration (CMMI) for Development (CMMI-DEV), the work shall be performed at CMMI-DEV level 2 or higher. The contractor will be required to provide a SCAMPI Class A Appraisal Disclosure Statement with the proposal documenting a CMMI level 2 or higher rating. The organizational element defined in the disclosure statement shall be the same organizational element proposing and performing the work defined below. Key personnel must have experience working in a CMMI level 2 or higher environment. NETL is the only U.S. National Laboratory devoted to Fossil Energy Research. NETL has sites in Morgantown, West Virginia; Pittsburgh, Pennsylvania; Tulsa, Oklahoma; Albany, Oregon; and Fairbanks, Alaska. In total, these sites include 81 buildings and 14 major research facilities on nearly 200 acres. More than 1,100 employees work at NETLs five sites; roughly half are Federal employees and half are site support contractors. Additional information about NETL can be attained at our website www.netl.doe.gov. Work performed under the subsequent acquisition is anticipated to include logistics and administrative support for IT activities, project management, software license and maintenance agreement management, cyber security planning, reporting and implementation, classified computing support, help desk and desktop end user support for NETL mission-specific systems, Enterprise Architecture (EA) support, support to operate and maintain DOE's Corporate Human Resources Information System (CHRIS), and application development and maintenance for NETL mission-specific systems. The resulting contract will also allow for the award of additional in-scope tasks. Interested small business concerns should provide a brief description of the following information: 1. Description of capability and demonstrated past experiences in performing Information Technology Support with added emphasis on Enterprise Architecture, Software Engineering and Cyber Security. 2. Copy of their documentation demonstrating CMMI Level 2 or higher rating. 3. If subcontracting is anticipated, demonstrated experience in successfully managing subcontracts and a detailed description of how the Contractor guarantees the performance and participation of the potential subcontractor, including the documentation for proposed subcontractors demonstrating their CMMI level 2 or higher rating. 4. Include your business size as it relates to the above stated NAICS code and size standard information listed (specify the small business classification: small business, small disadvantaged business, woman owned, veteran owned, disabled veteran owned, 8(a) or HUB Zone). All interested parties responding to this market survey must submit their responses via the Department of Energy Industry Interactive Procurement System (IIPS) no later than 4:00 PM Eastern Daylight Time on May 30, 2008. The IIPS page is located at http://e-center.doe.gov. At this Internet site you will be able to register with IIPS, enabling you to submit your response. Your response should be submitted using the Create Proposal function in IIPS under opportunity number DE-PS26-08NT00537. The respondent must then complete the required fields and attach their response to the link identified as Attach Volume I/Offer or Other Documents. For consistency, the respondent is instructed to submit their response in either MS Word (.doc) or Adobe Acrobat (.pdf) format. As indicated previously, this is NOT a solicitation therefore no cost or pricing information should be provided. This is a market survey to identify potential sources capable of performing the effort required. Responses should be limited to the Contractors expression of interest, identification of business size, and demonstration of capabilities/experience based on the list provided.
