Description
The United States Marine Corps (USMC), Marine Corps Systems Command (MCSC), International Programs (IP) Directorate intends to award a sole source Transportation and Customs Clearing Contract for the Electro Optical System (EOS) to Globespeed, 7 Menachem Begin St Ramat Gan 52521, Israel. The EOS system is a proprietary system developed by ELOP Ltd of Israel. These shipments are priority and must be delivered in a timely fashion and controlled during shipment to avoid loss. Globespeed will be responsible for all customs clearing and transportation charges incurred and will act as the DoD agent for this family of equipment for the purpose of interfacing with Israeli customs to include all import/export related issues. Under the terms of this Customs Clearing and Transportation Contract, Globespeed will transport DoD systems and components of the EOS systems requiring repair to Israel where they will be responsible for customs clearing and inland transportation to the directed repair facilities. Globespeed will also receive components from the directed facilities and customs clear and transport them to the directed DoD locations. Globespeed will be responsible for tracking all shipments and providing shipment tracking data to include aircraft tail number to MARCORSYSCOM (IP) and designated receiving activity. Globespeed will be responsible for notifying the in-country Marines via email when pre-scheduled aircraft will be available so that they can package equipment requiring repair and deliver it for airlift. Globespeed will be responsible for the physical security of all shipments in addition to ensuring that all inbound/outbound shipments conform to Israeli laws/regulations. The requirement is for a six (6) to nine (9) month contract with no options. This notice of intent is not a request for competitive proposals; no formal solicitation package is available. Numbered Note 22 applies.
