Description
The Fleet and Industrial Supply Center Norfolk, Contracting Department, Philadelphia Office intends to solicit on an other than full and open competition basis a requirement for Microsofts Premier Support for the U.S. Joint Forces Commands Joint Systems Integration Command (JSIC). The JSIC requires solution development engineering support for problems encountered in using proprietary Microsoft products or while integrating proprietary Microsoft products into a heterogeneous network. To stay in compliance with the DoDs Information Assurance program in DODD 8500.1, the JSIC requires strict configuration control to ensure that the operating system, applications, patches and hot fixes are Microsoft approved. The JSIC requires 24X7X365 notification of proprietary Microsoft vulnerabilities or problems that may negatively impact the JSICs security and network accreditation. In addition, JSIC also requires Microsoft TechNet Subscription and Microsoft Developer Network Subscription. This procurement is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. The Government intends to solicit and negotiate with Microsoft Corporation for the required support. Microsoft Corporation is the only firm with the requisite expertise and access to technical data and source code required to provide vendor approved solutions in accordance with the requirements of DoDs Information Assurance program. This notice of intent is not a request for proposals. However, the Government will consider information received by 15 May 2008. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed procurement action based upon responses received is solely within the discretion of the Government. The Government will not pay for information submitted in response to this notice. The NAICS code is 511210 and the small business size standard is $23,000,000.00.
