- Sources Sought -Food Service Operation The 6th Contracting Squadron, MacDill Air Force Base near Tampa, Florida is seeking, at no-cost or obligation, White Papers from companies in the food service or hospitality industries interested in discussing business approaches to change MacDill's government supported military dining facility to a commercial, restaurant-style, self-sustaining, revenue generating operation. Demographics: There are approximately 300 military members currently on meal card who eat at Government expense. On average 165 meals cardholders use the dining facility during the respective meal periods daily as follows*: Week day: Breakfast: 33 Lunch: 66 Dinner: 50 Midnight meal: 16 Weekends: Brunch - 43 Supper - 16 Flight meals: 500 or more per month (* Numbers are approximate.) The existing base dining facility is a 17,600 square foot building that includes food receiving, storage, cooking, service and dining areas. The building was constructed in 2002. Simply search for MacDill AFB in the PDF "find" option on the tool bar. There are approximately 19,000 military, civilian and contractor personnel working and living on MacDill Air Force Base. The military retiree population surrounding MacDill AFB ranges from 125,000 to 200,000 in the winter months. The intent of this partnering is to allow a commercial activity to operate a restaurant that will feed military meal cardholders at no cost to the cardholders or the government, in exchange for allowing the commercial activity to operate a restaurant on the installation and generate revenue. The dining operation would be open to anyone with access to MacDill Air Force Base. Periods of Operation: The operation would include a breakfast, lunch and dinner service and needs to be able produce take-out meals and flight meals (a boxed meal consisting of sandwiches, fruit, candy snacks and drinks). The White Papers must address the following consideration areas: Name, address and contact information of firm submitting White Paper Type of business (corporation, LLC, etc.) Business size (Large or small business) Type of franchise (if applicable) If a franchise, provide scope of franchise operations, (state, regional, national, global) Type of restaurant operation Menu diversity Operations Plan Management/staff plans Business model Culinary/food service training for military personnel Describe the scope current business operations. Include descriptions of operations at colleges, universities, corporations, and government sites. List the type of operation, business model and location. For example: XYZ Family Restaurant Franchise Business model: revenue sharing State University, Oswego, NY Describe operation and include menu type(s) and volume of sales The deadline for receipt of White Papers is Friday, 6 June 2008. This is not a request for proposal nor will a contract be awarded as a result of this sources sought.
