Description
The Homeland Security Act of 2002 (Public Law 107-296) states that DHS S&T will “support basic and applied homeland security research to promote revolutionary changes in technologies; advance the development, testing and evaluation, and deployment of critical homeland security technologies; and accelerate the prototyping and deployment of technologies that would address homeland security vulnerabilities.” Pursuant to this mission the Chemical Biological Division (CBD) seeks technologies to prevent, detect, and defend against chemical and biological attacks. In addition, the division is charged with pursuing research to improve response and restoration, conduct threat risk assessments, and invest in bioforensics research and development. The focus of this BAA is in the area of biological toxin detection assay research and development. A major requirement for Department of Homeland Security is the development of bioassays that give high-confidence detection of Biothreat agents. The goal of this research program is to develop Enzyme Linked ImmunoSorbent Assays (ELISA) for the detection of biological toxins. In order to mount a rapid and appropriate response to the release of a biological agent (toxin), the threat needs to be quickly identified and characterized. This information is critical to allow decision makers to take the best course of action to most efficiently characterize, respond, and employ countermeasures following an incident. Furthermore, an effort to standardize the analysis methods, techniques, and instrument platforms is ongoing, and is a major goal of the Department.
