Description
(I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes on RFQ Number NRMJ3000-8-37880DT. (III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-25. (IV) This procurement is unrestricted and open to all sources. The associated NAICS code is 541690. The small business size standard is $6.5 million. (V) This combined solicitation/synopsis is for purchase of the following commercial item(s): CLIN No. 0001 Videograpic surveys Qty 5 EA CLIN No. 0002 Report Qty 1 EA (VI) Description of requirements is as follows: The NOAA Earth System Research Laboratory has a requirement for monthly surveys of Chesapeake Bay menhaden concentrations through the summer of 2008. Task 1. Obtain and integrate camera, computer, and related videography system into existing camera mount system and aircraft. The survey hardware will be supplied to the contractor, who will be responsible for the obtaining aircraft services and integrating the equipment into the aircraft. This must be accomplished in advance of the first acquisition mission to ensure everything is functioning properly and that the pilot and flight technician understand the mission needs. The contractor will arrange for bench testing of the equipment and mount, then transfer the equipment to the aircraft for testing. Task 1 will be completed as soon as possible after receiving a notice to proceed. Task 2. Plan survey routes, dates of survey, and other mission-related actions. Task 2 will commence after the notification to proceed. The contractor will familiarize themselves with all the protocols for mission planning and schedule the flights to take place monthly from the beginning of the project through September. Dates will be flexible depending on weather, but advanced notice will minimize issues related to pilot availability and travel arrangements. Task 3. Complete monthly surveys of the Chesapeake Bay according to established protocols. The contractor will complete five videography surveys of the Chesapeake Bay (roughly one per month) from the beginning of the project through September, following the protocols established by NOAA. Surveys will be carried out during times of acceptable weather conditions and over successive days whenever possible. Acceptable survey weather requires more stringent conditions than safe flight - clear skies and low winds are required for good data collection. An average of 20 hours per month of aircraft time is anticipated. Task 4. Deliver acquired data monthly to the sponsor Upon successful completion of each monthly data gathering mission, the contractor will send a copy of the recorded data, along with any other pertinent ancillary information, to the NOAA on BluRay disk. Task 5. Complete a final project report outlining all project activities in detail. Upon completion of the final survey mission, the contractor will compile and deliver a report outlining all project activity including dates of flights, time spent, and other information to support our activities related to the project. In addition, this report will contain any observations, recommendations, or other information that may be deemed useful by the NOAA for future surveys of this type. Task 6. Learn data processing techniques for subsequent work. The contractor will provide some assistance in processing the video data using the techniques developed by the NOAA. The primary objective in this pilot work would be to learn the techniques used by NOAA to identify menhaden schools using the "semi-supervised" classification technique. Survey protocol Transect lines should cross the bay with heading directly east or directly west. North/south spacing of the lines should be 2 minutes of latitude. Altitude should be at or below 5000 feet. Any survey speed is acceptable. Surveys should be done with winds under 6 knots, cloud cover less than 15 %, and solar zenith angle greater than the field of view of the camera. That angle is about 35 degrees at a flight altitude of 1000 feet, decreasing to about 8 degrees at a flight altitude of 5000 feet. (VII) Place of delivery of the data is NOAA/ESRL/CSD, 325 Broadway, R/CSD1, Boulder, CO 80305. Delivery shall be FOB Destination. (VIII) Period of performance shall be: date of award through October 31, 2008. (IX) The Clause 52.252-2, Clauses Incorporated by Reference (Feb 1998) applies to this acquisition. This order incorporates one or more clauses by reference, with the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. In addition to written price quotes, offers are instructed to provide a capability statement describing qualifications to perform requirements listed in paragraphs (V) and (VI), past performance references. (X) FAR 52.212-2, Evaluation - Commercial Items (Jan 1999), applies to this acquisition. Offers will be evaluated based on price and the factors set forth, and award will be made to the firm offering the best value to the Government. The Government will evaluate quotations based on the following evaluation criteria: 1) Technical capability, 2) Past Performance and 3) Price. (XI) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items (Nov 2007), with its quote. (XII) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items (Feb 2007), applies to this acquisition.
