Description

(The presolicitation for this procurement has an erroneous solicitation number. DOLJ09SA00003 will not be the solicitation number for the operation of the Treasure Island Job Corps Center procurement.) Request for Proposal number DOLJ09SA00004 for continued operation of the Treasure Island Job Corps Center located at 655 H Avenue, Building 442, Treasure Island Station, San Francisco, California, 94130-5027 is available by written request to agency or at the following website: http://www.fedbizopps.gov/. This is an unrestricted procurement. Job Corps is a residential training program for economically disadvantaged youth, between the ages of 16 and 24. The successful offeror will manage and operate a government-owned facility and hire staff for residential living, basic education, vocational training, outreach, career development, career transition services, and health care services in accordance with the applicable DOL/Job Corps regulations. This contract will not include any direct Outreach/Admissions services. The contract capacity is for 255 residential males, 45 residential females, 255 non-residential males, and 45 non-residential females for a total capacity of 600 trainee participants. It is anticipated that the resultant contract will be a Performance-Based Cost-Plus-Incentive Fee contract for a two-year base period from February 1, 2009 to January 31, 2011, plus three unilateral options of one year each. A Pre-proposal Conference for the procurement will begin promptly at 9:30 a.m. local time on Tuesday, May 20, 2008, followed immediately by a walk-through of the facility. It is recommended that interested parties download the RFP prior to attending the Pre-proposal Conference and walk-through. All questions prior to the Pre-proposal Conference should be submitted in writing to the Contracting Officer. Proposals will be due no later than July 18, 2008 at 4:00 p.m. local time and will be received at: U.S. Department of Labor, Office of the Assistant Secretary for Administration and Management (OASAM), 90 7th Street, Suite 12-300, San Francisco, CA 94103, Attn: Sheryl Algee, Contracting Officer.
